LRRWMO Meeting Minutes <br />• May 16, 1990 <br />Page 5 <br />Mathisen stated the City of Coon Rapids is not going to take <br />official action. <br />Members concurred Schrantz should contact Mr. Nagel agreeing <br />to allow him to set up a joint meeting with member cities' <br />staff, planners, city managers and LRRWMO Consulting Engineer <br />Dean Skallman to thoroughly discuss the proposed water <br />quality management guidelines. <br />Implementation of the Operating Procedure for the LRRWMO <br />Continued to the June 1990 meeting. <br />(Mathisen left at 10:30 a.m.) <br />NEW BUSINESS <br />Ramsey Bike Trail <br />Members discussed a concern raised by Ramsey residents in <br />their May la, 1990, letter to Chairman Schrantz, relating to <br />a City of Ramsey proposed bike trail along a portion of a <br />swamp located north of County Road 83. They fear the plan- <br />ning for the bike trail does not take into consideration the <br />destruction of wetlands and effect on wildlife. <br />Raatikka explained the proposed easement for the bike trail <br />is approximately 75 feet, but they could get by with less. <br />This would include the construction of two trail ways and a <br />buffer area along these residents' 2.5 acre lots. <br />In answer to Schrantz's query, Skallman indicated the LRRWMO <br />does not have any jurisdiction over this matter. However, he <br />stated Trott Brook is a protected wetland in its entirety <br />within the City of Ramsey. <br />Members concurred these residents be told the LRRWMO is <br />investigating the issue and has asked the City of Ramsey to <br />respond with more details. <br />Mississippi River Noise Pollution <br />Weaver reported the excessive noise created by high speed <br />power boats on the Mississippi River has been brought to the <br />attention of the Anoka City Council. He felt this board <br />should be involved in this type of situation when the public <br />safety and well being of residents are not being served. No <br />formal action taken. <br />
