Anoka Ice Arena Corporat <br />Weaver presented proposed plans for an extension of the <br />current ice area facility located along Seventh Avenue North, <br />Anoka, by the Anoka Ice Arena Corporation. When the site <br />plan was brought before the Anoka City Council for considera- <br />tion, Weaver expressed concern with the projects proposed <br />drainage plan, and asked that the LRRWMO review it to ensure <br />adequate filtration measures were being taken. Under the <br />normal permitting procedure guidelines, this project would <br />fall under city review in that it is less than five acres in <br />size. <br />Schultz presented the projects site plan and reviewed the <br />proposed parking and drainage plan details. He indicated the <br />runoff will flow to an existing Seventh Avenue storm sewer <br />and will enter into an existing holding pond prior to reach- <br />ing the Rum River. Schultz stated he will be providing the <br />LRRWMO a written report of this project indicating it meets <br />the city's criteria. <br />Weaver and Schultz noted the city is allowing the Ice Arena <br />Corporation to delay the final surfacing of the parking lot <br />for two to three years. Raatikka noted it is then especially <br />important there be adequate ponding because without immediate <br />asphalt surfacing, there will be a lot of sediment runoff. <br />Schultz reported the holding pond is the City of Anoka's <br />backwash pond. With that information Skallman queried <br />whether that pond is appropriate for this project's use. <br />Schultz indicated the city has so far never had water flow <br />into the pipe when they backwash. There is an outlet for the <br />pond. Upon further discussion, members and Skallman <br />determined the proposal looks to be workable and adequate. <br />Skallman indicated the city will have to clean out the pond <br />more often with the Ice Arena's sediment added. <br />Raatikka directed this project be sent back to the City of <br />Anoka telling them to follow through as proposed and indicate <br />the Lower Rum River WMO wishes to make the change on the <br />drainage plan, indicating the storm water runoff from the <br />proposed parking lot should be run into the city's backwash <br />pond. It will be the local communities' responsibility to <br />indicate the projects will meet WMO criteria. Projects over <br />
