Update of the LRRWMO Joint Powers Agreement <br />Legal adviser Curt Pearson was unable to attend this meeting. <br />Therefore, this item will be held over to the December <br />meeting. <br />2. Water Quality Management Plan - Define Regional Ponding <br />Skallman provided an outline of steps recommended to be <br />undertaken in defining and identifying water bodies to be <br />protected during the water quality planning process. <br />Motion was made by Weaver, seconded by Erickson, DIRECTING <br />THE CONSULTING ENGINEER TO DRAFT A LETTER, UNDER THE VICE - <br />CHAIRMAN'S SIGNATURE, TO EACH MEMBER CITY, ANOKA COUNTY, THE <br />METROPOLITAN COUNCIL, MINNESOTA DEPARTMENT OF NATURAL <br />RESOURCES, CORPS OF ENGINEERS, AND THE MINNESOTA SOIL AND <br />WATER CONSERVATION DISTRICT, ASKING WHICH, IF ANY, OF THE <br />BODIES OF WATER WITHIN OUR WATER MANAGEMENT ORGANIZATION IS <br />OF PARTICULAR INTEREST AND CONCERN TO THEM. A MAP DESIGNA- <br />TING THE LOWER RUM RIVER WMO'S BOUNDARIES SHALL ACCOMPANY <br />EACH LETTER. <br />4 ayes - 0 nayes. Motion carried. <br />Skallman went on to explain how the LRRWMO municipalities can <br />determine whether proposed projects will have adequate <br />natural ponding facilities through the use of area wetlands <br />or whether additional sedimentation ponds will be required, <br />still taking into account the type of runoff generated from <br />each project. Land use is an issue that should be taken into <br />account when the cities and LRRWMO review projects. <br />Raatikka noted at a recent seminar he attended one WMO <br />adopted an existing manual on water quality as part of its <br />plan. Skallman did not agree with that practice as a whole, <br />but rather suggested language could be used referencing <br />compliance with normal erosion control practices as listed in <br />a given manual(s). <br />Members and Skallman went on to discuss the responsibilities <br />of the cities in determining the water bodies or areas of <br />specific concern in terms of water quality planning. <br />Skallman indicated if the LRRWMO plans to implement the Water <br />Quality Guidelines by the next construction season, this <br />water quality planning process should proceed prior to that <br />time frame.
