LRRWMO Meeting Minutes <br />April 18, 1990 <br />Page 4 <br />Agency (PCA) received February 15, 1990; and the Minnesota <br />Board of Water and Soil Resources (BWSR) dated April 6, 1990. <br />Members directed Skallman to develop a Management Matrix for <br />the Lower Rum River WMO, such as that provided in the BWSR <br />comments, for their consideration prior to and during the May <br />1990 meeting. <br />Members discussed the means of amending the Water Management <br />Plans. Skallman was directed to prepare comments on these <br />agencies' action and plan revision recommendations and send <br />them out to LRRWMO members for their consideration. It was <br />decided Skallman would prepare the amendments to the plan <br />exactly as it will eventually be merged into the plan at the <br />end, present them to the LRRWMO for their consideration, and <br />send them to BWSR as attachments prior to final incorpora- <br />tion. <br />Skallman agreed with Mathisen and Schrantz's suggestion of <br />including the yet- to -be- approved Water Quality Guidelines <br />along with the amended plan when it is resubmitted to BWSR <br />for review. <br />Consider AdoAtion of the Water Quality Management Guidelines <br />Weaver and Mathisen indicated they have not presented the <br />February 9, 1990, drafted Water Quality Management Guidelines <br />to their respective City Councils for their review and <br />comment. <br />Motion was made by Weaver, seconded by Mathisen, to TABLE THE <br />ADOPTION OF THE WATER QUALITY MANAGEMENT GUIDELINES TO THE <br />MAY 1990 REGULAR MEETING, AT WHICH TIME THE CITIES WILL <br />EITHER REPORT OR WAIVE THEIR RIGHT TO REPORT ON SAID GUIDE- <br />LINES. WE WILL HAVE A RESPONSE FROM ALL MEMBER CITIES IN <br />ORDER TO ADOPT THESE STANDARDS. <br />4 ayes - 0 nayes. Motion carried. <br />NEW BUSINESS - None. <br />MISCELLANEOUS <br />Schrantz requested a brief discussion of the implementation <br />process. He reiterated he is in favor of total project <br />review by the LRRWMO. Raatikka felt the consensus at the <br />March 21, 1990, joint member cities' meeting was the review <br />would remain at the local level. Schrantz stated he didn't <br />feel comfortable in allowing full local review without LRRWMO <br />input. He queried how this board would determine whether the <br />
