LRRWMO Meeting Minutes
April 18, 1990
Page 3
Weaver reported there will be a special conference held May
21, 1990, at the Hotel Sofitel, Minneapolis, discussing the
economic implications of ground water contamination.
Skallman presented the following permit applications:
#90 -6229 - A Minnesota Department of Transportation (MnDOT)
request in order to widen the Highway 169 bridge (State
bridge #4380) over the Mississippi River to 80 feet and
construct a temporary four -lane bridge downstream.
Skallman reviewed the project and information received.
While the sedimentation pond for bridge runoff appears to be
adequate, details regarding its location and inlets and
outlets are missing and cannot be properly reviewed. Erosion
control practices to be used during the project construction
are promised but are not presented for review. Drainage of
the project is insufficient for review.
Members concurred there is insufficient information provided
in order to properly review the project. Weaver briefly
reviewed information received by the Anoka City Council at a
recent informational meeting with Scott McGuire, MnDOT.
Comments sent back to the DNR will state there is a lack of
detailed information necessary for proper project review, as
indicated by Skallman.
#90 -6250 - A request by John Cox, 706 River Lane, Anoka, to
be allowed to construct a timber retaining wall along a
portion of the eroding Mississippi River bank which has
experienced severe slumping this Spring.
The permit information was reviewed. Skallman commented that
the bottom of the retaining wall as designed is subject to
undercutting and can be expected to be a temporary solution.
Estimated cost of the proposed project is $6,105.76.
Motion was made by Raatikka, seconded by Mathisen, to SEND A
COPY OF SKALLMAN'S COMMENTS ON PERMIT #90 -6250 TO THE DNR
INDICATING THE PROJECT'S INADEQUACIES, AS REPORTED.
4 ayes - 0 nayes. Motion carried.
OLD BUSINESS
Comments on the Water Management Plan
Members discussed the receipt of Water Management Plan
comments from the Minnesota Department of Natural Resources
(DNR) dated April 13, 1990; the Minnesota Pollution Control
