It <br />was agreed the various agencies have different classifi- <br />cations, so there is no one way of being consistent. <br />Raatikka suggested the Water Quality Management Guidelines be <br />changed to Classes A, B, and-C. <br />The commission concurred the consensus was most communities <br />felt the administration of water quality management should be <br />done at the local level once the guidelines are uniformly <br />adopted with projects sent through the Planning Commissions <br />for their initial review. Compliance at the local level <br />would then require mere monitoring involvement from this <br />LRRWMO group, with the exception of requested variances. <br />Consider Adopting Water Quality Management Guidelines <br />Raatikka reported Ramsey's City Council reviewed the <br />standards and policies for the LRRWMO. An excerpt of their <br />February 26, 1990, meeting minutes was received. It was <br />their unanimous decision that the administrative process be <br />implemented in which the city is the permitting agency and <br />the LRRWMO acts as the variance board. Raatikka added there <br />should be a plan whereby each community would report to this <br />board on development activities and how they are handling <br />runoff, erosion, etc. He felt each community should strictly <br />1 1 follow whatever guidelines this WMO sets up. <br />Mathisen pointed <br />recent report <br />districts have <br />won't be handled <br />Raatikka reporter <br />with the classes <br />out the Legislative Task Force in their <br />strongly recommended WMO's and watershed <br />direct review involvement for fear things <br />properly at the local level. <br />3 Ramsey's City Council expressed concern <br />for lakes. <br />Weaver reported the Anoka City Council has not yet reviewed <br />these guidelines nor taken formal action. <br />Members concurred that adoption of Water Quality Management <br />Guidelines be tabled until Schrantz is able to attend. <br />Erickson reported there is a State bill being proposed which <br />requires a one acre development to have on -site ponding. <br />Regional ponds reportedly aren't addressed. <br />NEW BUSINESS <br />Anoka County Lake Level Monitoring Report <br />Skallman reported representatives of the Minnesota Soil and <br />Water Conservation Districts will be contacting the LRRWMO to <br />discuss participation in the 1990 lake monitoring program. <br />
