LRRWMO Meeting Minutes <br />February 21, 1990 <br />Page 3 <br />CONSIDERATION OF COMMUNICATIONS <br />Skallman presented DNR permit applications for review: <br />Permit extension #88 -6079 -The DNR extended this permit for <br />Don Watson, 17611 Round Lake Blvd. N.W., Andover, for a road <br />stabilization and wildlife enhancement project. <br />Permit application #90 -6183 - Robert Dehn, Dehn's Gardens, <br />16485 Tulip St. N.W., Anoka, requests a permit to appropriate <br />20 inches of water at 80 g.p.m. to irrigate 16 acres of <br />vegetables. Skallman reported the well is already in. No <br />recommendation was made for the commission's consideration in <br />that they haven't concerned themselves with ground water to <br />date. The DNR is currently monitoring ground water. <br />Motion was made by Raatikka, seconded by Weaver, to CONVEY TO <br />THE DNR THAT THE LRRWMO HAS NO COMMENT ON THIS PERMIT APPLI- <br />CATION AS LONG AS GROUND WATER SUPPLIES ARE ADEQUATE FOR <br />IRRIGATION PURPOSES. <br />4 ayes - 0 nayes. Motion carried <br />Permit application #90 -6161 - Skallman reported that Astra <br />Products, Jeffrey Boeck, is requesting an after - the -fact <br />Permit for two storm sewer outlets from Mineral Pond 3rd <br />Addition, into Mineral Pond. Upon full review of the permit, <br />Skallman stated the stability of the 18 -inch outlet is <br />questionable. It was noted it is a residential redevelopment <br />with several more acres yet to be developed as well as <br />Mineral Pond being protected wetland #2 -119W. Skallman added <br />that while the project might work, there are insufficient <br />details on the permit application to be certain. He recom- <br />mended that Astra Products install an energy dissipater. <br />Raatikka indicated the draft Water quality Management <br />Guidelines indicate this board will be allowing up to 8 feet <br />per second if there is rip rap and an energy dissipater. <br />Weaver stated he would discuss this project with Anoka's <br />Public Works Director immediately following this meeting. <br />Motion was made by Raatikka, seconded by Weaver, to MAKE THE <br />FOLLOWING COMMENTS TO THE DNR RELATIVE TO PERMIT #90 -6161: <br />THE STABILITY OF THE 18 INCH RCP IS QUESTIONABLE. THE OUTLET <br />VELOCITY IS CALCULATED TO BE 11 FEET PER SECOND. THE GUIDE- <br />LINES FOR WATER QUALITY NOW BEING DEVELOPED WOULD REQUIRE AN <br />ENERGY DISSIPATER FOR VELOCITIES GREATER THAN 8 FEET PER <br />SECOND. <br />4 ayes - 0 nayes. Motion carried. <br />The Commission received a February 13, 1990, status report of <br />the 11 509" plan review from Bruce Sandstrom, Board of Water <br />and Soil Resources. <br />
