yA a,&-e-- <br />LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />JOINT MEETING WITH THE MEMBER CITY COUNCILS <br />WEDNESDAY, FEBRUARY 21, 1990, AT 7:05 P.M. <br />COMMUNITY ROOM OF ANOKA CITY HALL <br />INTRODUCTION <br />Chairman Schrantz called the meeting to order at 7:05 p.m. <br />Those present were as follows: <br />LRRWMO Members : Jim Schrantz, Tom Mathisen, Pete Raatikka, <br />and John Weaver. Technical advisors were Attorney Curt <br />Pearson and Engineering Consultant Dean Skallman. <br />City of Andover Mayor Jim Elling, and Councilmembers <br />Michael Knight, Ken Orttel, and Marjorie Perry <br />City of Anoka : Mayor Stephen Halsey, and Councilmembers <br />Gerald Cotten, Lorraine Hostetler, City Manager Mark Nagel, <br />and Public Works Director Ray Schultz. <br />City of Coon Rapids : There was no city representation other <br />than LRRWMO member Tom Mathisen. <br />City of Ramsey Mayor Gary Reimann, and Councilmembers <br />Stephen DeLuca, Alan Pearson, and Kenneth Peterson, and City <br />Administrator David Hartley. <br />Others Joe Perrin, ABC Newspaper. <br />PURPOSE OF THE MEETING <br />Schrantz stated the purpose of this joint meeting is to <br />inform member city councils and staffs about proposed water <br />legislation and to report on the current state of managing <br />water resources within the Lower Rum River WMO. LRRWMO <br />members also requested direction in which the cities would <br />like this board to take. <br />BRIEF HISTORY OF THE LRRWMO AND PENDING LEGISLATION <br />Pearson provided a brief history of the LRRWMO and its <br />implementation through the Chapter 11 509" Metropolitan Water <br />Management Act. The responsibilities of the LRRWMO were <br />presented, some of which includes surface water management, <br />water quality management, and ground water protection. <br />This organization is created through a Joint Powers Agreement <br />which currently provides that if the four member cities do <br />not do things unanimously, nothing will get done.
