SPECIAL MEETING LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION FEBRUARY 7, 1990 The special meeting of the Lower Rum River Watershed Managem- ent Organization was called to order at 8:42 a.m. in the Committee Room of Anoka City Hall. Commission members present included Chairman Jim Schrantz, Pete Raatikka, Tom Mathisen, and John Weaver. Others :in attendance included Attorney Curtis Pearson and Engineering Consultant Dean Skallman. The purpose of this special meeting was to prepare for the February 21, 1990, joint meeting with the member city councils. Topic for discussion at that meeting will be water quality guidelines and the level of review. WATER QUALITY MANAGEMENT GUIDELINES The commission and advisory staff continued their review of the Draft Water Quality Management Guidelines where they left off at their January 17, 1990, regular meeting beginning on page 8. Comments and changes are as follows: Page 8 - None. Page 9 - Members expressed concern with the proper mainten- ance of grit chambers. Schrantz recommended, and members agreed, that the municipality would have the responsibility for cleaning the ponds or grit chambers through a development agreement with the property owner with the cost of the maintenance assessed back to the property owner. This board would periodically inspect this operation as part of our functioning level. Pearson stated that identical standards would have to be established in all four member communities. Weaver suggested that language contained in the guidelines should read, "Enforcement of proper maintenance of the grit chambers shall be the responsibility of the municipality ". Mathisen suggested, and members concurred, that Skallman create a separate section within the guidelines dealing with enforcement and access. Page 10 - Abbreviations should be fully defined throughout the document, such as the National Urban Runoff Program (NURP). Under Sediment Collection and Nutrient Entrapment, the word "wetland" should be removed.
