SPECIAL MEETING <br />LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />FEBRUARY 7, 1990 <br />The special meeting of the Lower Rum River Watershed Managem- <br />ent Organization was called to order at 8:42 a.m. in the <br />Committee Room of Anoka City Hall. <br />Commission members present included Chairman Jim Schrantz, <br />Pete Raatikka, Tom Mathisen, and John Weaver. Others :in <br />attendance included Attorney Curtis Pearson and Engineering <br />Consultant Dean Skallman. <br />The purpose of this special meeting was to prepare for the <br />February 21, 1990, joint meeting with the member city <br />councils. Topic for discussion at that meeting will be water <br />quality guidelines and the level of review. <br />WATER QUALITY MANAGEMENT GUIDELINES <br />The commission and advisory staff continued their review of <br />the Draft Water Quality Management Guidelines where they left <br />off at their January 17, 1990, regular meeting beginning on <br />page 8. Comments and changes are as follows: <br />Page 8 - None. <br />Page 9 - Members expressed concern with the proper mainten- <br />ance of grit chambers. Schrantz recommended, and members <br />agreed, that the municipality would have the responsibility <br />for cleaning the ponds or grit chambers through a development <br />agreement with the property owner with the cost of the <br />maintenance assessed back to the property owner. This board <br />would periodically inspect this operation as part of our <br />functioning level. Pearson stated that identical standards <br />would have to be established in all four member communities. <br />Weaver suggested that language contained in the guidelines <br />should read, "Enforcement of proper maintenance of the grit <br />chambers shall be the responsibility of the municipality ". <br />Mathisen suggested, and members concurred, that Skallman <br />create a separate section within the guidelines dealing with <br />enforcement and access. <br />Page 10 - Abbreviations should be fully defined throughout <br />the document, such as the National Urban Runoff Program <br />(NURP). <br />Under Sediment Collection and Nutrient Entrapment, the word <br />"wetland" should be removed. <br />
