LRRWMO Meeting Minutes <br />Feb. 7, 1990 <br />Page 2 <br />PERMITTING PROCEDURES <br />The commission went on to discuss permitting procedures and <br />the extent of LRRWMO involvement. It was felt that the <br />commission should take a united position prior to the Feb- <br />ruary 21 meeting. That meeting's agenda content and order of <br />business was discussed. <br />Schrantz preferred permitting and review method #2, as <br />previously submitted for consideration, whereby the LRRWMO <br />would set certain standards and retain an active role in the <br />review of all developments. The engineer will review all <br />plats and report back to this board with his recommendation. <br />The LRRWMO board will then issue permits to allow them to <br />proceed or not. A review fee would be charged back to the <br />developer. <br />Pearson reported that the State Legislature very soon will <br />take the Report of the Metropolitan Local Water Management <br />Task Force and impose greater directives and authority in the <br />establishment of water quality standards. <br />Mathisen stated that he agreed with Schrantz in that the <br />LRRWMO should use review method #2 with full involvement in <br />the review procedure. He felt that even with this method <br />there would be room to establish a compromise. <br />After considerable discussion, including the increased costs <br />and potential need for a full time administrator, Weaver and <br />Raatikka concurred with Schrantz and Mathisen's position on <br />review method #2. <br />Pearson was directed to prepare a resolution requesting the <br />support and cooperation of member cities regarding the <br />management of water resources within the Lower Rum River <br />Watershed. Said resolution should be part of the packet sent <br />out to member cities prior to the joint meeting. Pearson <br />discussed draft language to be included in the resolution. <br />rs was by seconded <br />approve ARESOLUTION REQUESTING SUPPORT AND COOPERATION OF <br />MEMBER CITIES REGARDING THE MANAGEMENT OR WATER RESOURCES <br />WITHIN THE LOWER RUM RIVER WATERSHED. <br />4 ayes - 0 nayes.
