LRRWMO Meeting Minutes <br />October 17, 1990 <br />Page 3 <br />OLD BUSINESS <br />Permit Fee Collection <br />Members and alternates present, along with Deputy Treasurer <br />Knutson, discussed a permitting fee collection procedure. <br />Schrantz noted this board's intent is to set up a procedure <br />whereby each city will act as the LRRWMO permitting fee <br />collection /finance department. He suggested each city escrow <br />all permit application fees and absorb them within each city, <br />recording the escrow. The LRRWMO consulting engineer will <br />then review the permits. Each city will then forward these <br />escrow accounts to the LRRWMO, from which this board will pay <br />the consulting engineer. Any excess money left over from the <br />initial permit application fee will be refunded to the <br />applicant. Likewise, if additional money is required, the <br />applicant will be asked to provide it before continuing with <br />the project. <br />Raatikka and Schrantz concurred the LRRWMO should review and <br />approve all activities and expenses incurred in this process. <br />Skallman indicated his billing for the review of the various <br />projects, for which application has been made, will contain a <br />separate line for each project; thereby avoiding separate <br />bills. This will reduce the cost for billing. <br />Knutson suggested he meet and discuss the procedure with each <br />city's finance department. <br />Upon discussion of the engineering review costs, Schrantz <br />indicated this board will expect the consulting engineer to <br />stop at the end of the permit fee. However, consideration <br />should be allowed for the fact that Knutson's expenses will <br />have to come out of that $500 permit application fee also. <br />Knutson expressed concern with placing extensive control in <br />the hands of the four individual city finance departments. <br />He, as the Deputy Treasurer with the immediate responsibility <br />for handling the LRRWMO finances, indicated he would prefer <br />to retain control of the money accrued through this permit <br />fee process. He recommended any fees received from a permit <br />application be placed in the LRRWMO account, enabling him to <br />record the financial accrual and expenditure more accurately. <br />Raatikka concurred with Knutson's suggestion, indicating <br />Knutson's costs for handling this portion of LRRWMO financial <br />affairs could come out of this account or the interest <br />
