LRRWMO Meeting Minutes <br />January 23, 1991 <br />Page 4 <br />Skallman reported permit application forms have been sent to <br />all cities. He has since received a letter from Coon Rapids' <br />City Engineer Bill Ottensman, dated January 14, 1991, stating <br />they do not plan to do anything until the Minnesota Board of <br />Water and Soil Resources approves the LRRWMO Water Management <br />Plan. Erickson added Mr. Ottensman would also like to have a <br />map showing the Class A and B bodies of water. Schrantz <br />noted this board has previously considered hosting a joint <br />meeting with member cities to discuss all this, and feels it <br />would be a good idea. <br />Erickson noted the LRRWMO does not have standards on erosion <br />control. Skallman indicated erosion control should be <br />maintained on site. Each member city should use their own <br />plan specifications for on -site erosion control. It is <br />preferable to have uniform standards for the whole city. <br />Schrantz reminded members the LRRWMO requested Coon Rapids <br />respond to concerns expressed by this board regarding the <br />runoff from the Riverdale Mall, as set out in the LRRWMO <br />October 17, 1990, meeting minutes. Schrantz suggested <br />perhaps the DNR be reminded of this again. Weaver noted the <br />City of Coon Rapids feels the need for specific erosion <br />standards, therefore, he suggested Coon Rapids standards <br />should be an example for us to pattern our standards after. <br />Erickson was asked to provide this board with specific <br />information on Coon Rapids erosion /runoff standards, <br />specifically those used during the development of the <br />Riverdale mall. <br />NEW BUSINESS <br />Weaver noted the receipt of an amendment to DNR permit #90- <br />6229, construction of a temporary bridge adjacent to the <br />trunk highway 169 bridge between the Cities of Anoka and <br />Champlin. The permit revision indicates the contractor <br />chosen to build the project is proposing an access road to be <br />filled from the north and south banks of the Mississippi <br />River just east of the existing bridge. <br />Weaver feared this project is of considerable consequence, <br />especially to the bottom of the river. The flow of the water <br />through the center of the two fill areas will erode the fill <br />and would fill the deepest portion of the river. He felt it <br />essential the fill retrieving process be properly managed in <br />order to return the river to its original profile. Skallman <br />noted that was a stipulation of the DNR. Weaver expressed <br />the hope the Minnesota Department of Transportation would <br />properly supervise this project. <br />
