LRRWMO Meeting Minutes <br />January 23, 1991 <br />Page 5 <br />Erickson noted this temporary road will result in increased <br />velocity, and expressed the hope the proper calculations were <br />made. Schultz noted the importance of handling this project <br />properly in that the City of Anoka recently installed <br />electric cable just east and downstream of this project. <br />Weaver added there are two navigable channels in that part of <br />the river. If those responsible do not remove the material, <br />they remove the ability to safely navigate that part of the <br />river. <br />Weaver and Schrantz concurred the following comments to this <br />proposed project amendment be sent to Tom Hovey, Area <br />Hydrologist with the Department of Natural Resources, under <br />Chairman Schrantz's signature: <br />1. The fill should be removed by March 15, 1991. <br />2. Those responsible should be sure the bottom of the river <br />is returned as near as possible to its original contours. <br />3. Proper protection and care should be given the City of <br />Anoka's newly buried electrical cable, located three feet <br />deep east, downstream, of the bridge. Additional care should <br />be afforded the abandoned electrical cable located within the <br />proposed temporary bridge area, in that oils are inside those <br />cables. <br />4. This project will create increased velocity by narrowing <br />the riverbed. Added velocity of the water will have a <br />tendency to erode the embankment, scouring the bottom, and <br />have the possibility of creating a delta downstream. <br />Schrantz and Weaver expressed their frustration in that this <br />board is not adequately being kept informed of upcoming <br />projects in order to allow us to review and comment properly. <br />The LRRWMO was given statutory designated responsibilities to <br />assure the rivers are not in any way subjected to deteriora- <br />tion of water quality. We must, therefore, be notified of <br />any process that does endanger the quality of water in the <br />Mississippi River as the result of this project. <br />PENDING PROJECTS <br />Weaver noted the Cornelius contaminated groundwater pumping <br />project, as discussed during the Consideration of Communica- <br />tions portion of the meeting. <br />
