Schultz noted the importance of handling this project properly in that the City of Anoka recently installed electric cable just east and downstream of this project. Weaver added there are two navigable channels in that part of the river. If those responsible do not remove the material, they remove the ability to safely navigate that part of the river. Weaver and Schrantz concurred the following comments to this proposed project amendment be sent to Tom Hovey, Area Hydrologist with the Department of Natural Resources, under Chairman Schrantz's signature: 1. The fill should be removed by March 15, 1991. 2. Those responsible should be sure the bottom of the river is returned as near as possible to its original contours. 3. Proper protection and care should be given the City of Anoka's newly buried electrical cable, located three feet deep east, downstream, of the bridge. Additional care should be afforded the abandoned electrical cable located within the proposed temporary bridge area, in that oils are inside those cables. 4. This project will create increased velocity by narrowing the riverbed. Added velocity of the water will have a tendency to erode the embankment, scouring the bottom, and have the possibility of creating a delta downstream. Schrantz and Weaver expressed their frustration in that this board is not adequately being kept informed of upcoming projects in order to allow us to review and comment properly. The LRRWMO was given statutory designated responsibilities to assure the rivers are not in any way subjected to deteriora- tion of water quality. We must, therefore, be notified of any process that does endanger the quality of water in the Mississippi River as the result of this project. PENDING PROJECTS Weaver noted the Cornelius contaminated groundwater pumping project, as discussed during the Consideration of Communica- tions portion of the meeting.
