Should it becomes extensive, this <br />board will then make a determination on excessiveness. <br />Schultz added the only way to keep costs down is to deal with <br />questions as much as possible at the local levels. He felt <br />the engineer must be informed he must be authorized by this <br />board before doing extensive engineering consulting on <br />projects. . <br />Weaver felt this board needs to establish a policy on this <br />issue. He felt there needs to be a proper response from the <br />municipal levels. There is then a point when we refer the <br />project to the engineer. The LRRWMO engineer must then <br />carefully and properly deflect the inquiries so the permit <br />process is in place. Other members concurred. <br />The Recording Secretary was directed to write up a policy on <br />how the LRRWMO engineer shall operate on behalf of this board <br />and fax the draft policy to all members, who will then <br />determine how to proceed in order to have an established <br />understanding with the engineering by the December 1991 <br />regular meeting. <br />PAYMENT OF BILLS (Cont.) <br />An October 28, 1991, bill was presented from Barr Engineering <br />in the amount of $370.29 for professional services, including <br />project reviews. <br />Motion was made by Schrantz, seconded by Jankowski, to <br />APPROVE THE BARR ENGINEERING BILL FOR PROFESSIONAL SERVICES <br />FOR THE PERIOD AUGUST 4, 1991, THROUGH SEPTEMBER 28, 1991. <br />4 ayes - 0 nayes. Motion carried. <br />The board continued discussion of the June 21, 1991, out- <br />standing bill from Barr Engineering with charges to the <br />LRRWMO in the amount of $1,690.90. The Chairman's October <br />31, 1991, letter to Skallman regarding same was noted, with <br />Skallman's November 5, 1991, response letter acknowledged. <br />Considerable discussion ensued with regard to the opinions of <br />those present on what engineering expenses should be billed <br />to the LRRWMO and what items should be assumed as part of the <br />engineering firm's overhead paid for through the engineer's <br />hourly rate. In as much as the board still had questions <br />about some disputed charges on the June 21, 1991, billing, <br />they concurred at least a portion of the bill should be paid, <br />with a request of the engineer /engineering firm for further <br />explanation. <br />
