Schultz added the only way to keep costs down is to deal with questions as much as possible at the local levels. He felt the engineer must be informed he must be authorized by this board before doing extensive engineering consulting on projects. . Weaver felt this board needs to establish a policy on this issue. He felt there needs to be a proper response from the municipal levels. There is then a point when we refer the project to the engineer. The LRRWMO engineer must then carefully and properly deflect the inquiries so the permit process is in place. Other members concurred. The Recording Secretary was directed to write up a policy on how the LRRWMO engineer shall operate on behalf of this board and fax the draft policy to all members, who will then determine how to proceed in order to have an established understanding with the engineering by the December 1991 regular meeting. PAYMENT OF BILLS (Cont.) An October 28, 1991, bill was presented from Barr Engineering in the amount of $370.29 for professional services, including project reviews. Motion was made by Schrantz, seconded by Jankowski, to APPROVE THE BARR ENGINEERING BILL FOR PROFESSIONAL SERVICES FOR THE PERIOD AUGUST 4, 1991, THROUGH SEPTEMBER 28, 1991. 4 ayes - 0 nayes. Motion carried. The board continued discussion of the June 21, 1991, out- standing bill from Barr Engineering with charges to the LRRWMO in the amount of $1,690.90. The Chairman's October 31, 1991, letter to Skallman regarding same was noted, with Skallman's November 5, 1991, response letter acknowledged. Considerable discussion ensued with regard to the opinions of those present on what engineering expenses should be billed to the LRRWMO and what items should be assumed as part of the engineering firm's overhead paid for through the engineer's hourly rate. In as much as the board still had questions about some disputed charges on the June 21, 1991, billing, they concurred at least a portion of the bill should be paid, with a request of the engineer /engineering firm for further explanation.
