Motion carried. <br />NEW BUSINESS <br />WMO Enforcement of Wetland Regulations <br />Schrantz recommended the LRRWMO assume the enforcement of <br />wetland regulations until regulations are formed. He <br />explained if this board does not assume said responsibility, <br />the state will declare a moratorium on wetlands. Schrantz <br />felt this could have a very real effect on the developing <br />Cities of Andover and Ramsey. <br />Schultz indicated he felt said enforcement activity is a WMO <br />function. <br />Schrantz recommended this board indicate to the Board of <br />Water and Soil Resources it will accept the responsibility of <br />the wetland legislation during the interim period, during <br />which time we will evaluate wetlands should any proposed <br />projects affect them. <br />Weaver suggested the board refer this issue to the LRRWMO <br />legal counsel, requesting his recommendation by the December <br />meeting. Members concurred. Schrantz indicated he will <br />provide detailed information on this issue when it becomes <br />available to him in the near future. <br />Voting Policy <br />With regard to a LRRWMO voting policy, members acknowledged <br />the receipt of a November 4, 1991, response letter from <br />LRRWMO legal counsel Curtis Pearson, indicating it is his <br />opinion, the representatives can and should vote on projects <br />which represent work in the members' own city. Members <br />indicated their acceptance of this policy advise from Mr. <br />Pearson. <br />OLD BUSINESS <br />Metro Public Ditch Inventory Follow -up <br />Jankowski reported contacting Anoka County Engineer Paul Ruud <br />with regard to the metropolitan public ditch inventory. Mr. <br />Ruud reportedly indicated the county is in the process of <br />doing a data inventory in the county. The field work is <br />expected to be completed in two weeks. Mr. Ruud further <br />indicated, following county review of the survey, the WMO's <br />will receive copies of the inventory sheets for review before <br />they are sent on to the Board of Water and Soil Resources. <br />
