LRRWMO Meeting Minutes <br />November 20, 1991 <br />Page 6 <br />Considerable discussion ensued with regard to the size of <br />these numerous projects. Jankowski confirmed he has not <br />required the project developers to file a LRRWMO permit in <br />that none of them are going to the LRRWMO engineer for <br />review. <br />The board discussed the various projects indicated on the <br />report, noting several of them are of considerable size and <br />will probably directly affect adjacent wetlands or bodies of <br />water. Schrantz and Weaver indicated it was their opinion <br />many of these projects should have an LRRWMO permit and go <br />through the review process, noting their impact on surround- <br />ing wetlands and bodies of water. <br />For the December regular meeting, Jankowski agreed to provide <br />the board with a presentation on drainage plans for the <br />following projects: Hunters Ridge, Lord of Life Lutheran <br />Church, Cedar Hills, and Chestnut Pond. <br />REPORT OF OFFICERS <br />Weaver presented a proposed flood plain ordinance amendment, <br />required by the Minnesota Department of Natural Resources, <br />being considered by the City of Anoka. <br />PENDING PROJECTS /PERMIT REVIEWS (Cont.) <br />St. Francis Waste Water Treatment Facility Expansion <br />Schultz noted the LRRWMO letter of October 31, 1991, to the <br />MPCA Environmental Planner Paul Schmiechen, regarding the <br />proposed St. Francis Wastewater Treatment Facility Expansion <br />Project, as well as the receipt of an October 22, 1991, copy <br />of a letter to MPCA's Paul Hoff, Director of the <br />Environmental Analysis Office, from the Anoka Soil and Water <br />Conservation District, which presented questions and comments <br />on the EAW for the St. Francis proposal. <br />Schultz worried that the EAW still did not address the flow <br />into the Rum River. He expressed considerable concern about <br />the project in that it is located directly to the north of <br />Anoka. <br />Jankowski indicated it is not clear whether they currently <br />discharge into the Rum River. <br />Motion was made by Jankowski, seconded by Schrantz, DIRECTING <br />A LETTER BE WRITTEN TO THE MPCA REQUESTING ASSESSMENTS IN THE <br />ANTICIPATED CHANGES IN WATER QUALITY DOWNSTREAM OF THE <br />DISCHARGE INTO THE RUM RIVER. <br />
