LRRWMO Meeting Minutes <br />December 19, 1991 <br />Page 2 <br />Motion was made by Weaver, seconded by Jankowski, to ACCEPT <br />THE TREASURER'S REPORT FOR THE PERIOD ENDING NOVEMBER 30, <br />1991, AS PRESENTED. <br />3 ayes - 0 nayes. Motion carried. <br />PAYMENT OF BILLS <br />Board members considered a billing from Barr Engineering for <br />the period September 29, 1991, through November 2, 1991, <br />totaling $483.50. Listed on the Table 1 bill itemization was <br />engineering expertise provided for the Anoka VocTech and <br />168th Lane projects, $240.50 and $198.50, respectively. <br />Weaver noted no permit application fees have been paid by <br />either of the two project applicants, yet the LRRWMO engineer <br />has been providing them assistance. <br />Schultz indicated he has been informing the VocTech architect <br />a permit is necessary. However, Skallman reportedly told <br />them originally they did not have to pay a permit fee because <br />they were a governmental entity. <br />Schrantz stated 168th Lane is a city project, but the city is <br />still responsible for costs. Anything the cities do should <br />go to the engineer. The board extensively discussed who must <br />pay a permit fee and who is exempt, as indicated on the <br />LRRWMO fee application. It was determined by the board that <br />everyone, including the cities, who is proposing to develop a <br />project and requires a permit application, must submit the <br />$500 permit fee. <br />In explanation, members concurred the initial intent was to <br />exempt only the member cities from having to pay the initial <br />permit fee in that the cities are financially supporting this <br />organization. However, upon discussion of the process that <br />would be necessary to bill back each city for engineering <br />costs and make sure the LRRWMO has a sufficient cash flow to <br />pay engineering fees during the city's project development, <br />members concurred it would be in the best interest of all to <br />require all project developers, including cities, to pay the <br />$500 permit fee prior to beginning the project. <br />Members concurred the "Governmental Units Exemption" clause <br />should be removed from the application form. Schrantz <br />indicated he has discussed this issue with Skallman, explain- <br />ing to him the definition of "Governmental Unit" had previ- <br />ously just included the four member cities. <br />
