LRRWMO Meeting Minutes December 19, 1991 Page 3 Motion was made by Schrantz, seconded by Jankowski, to REMOVE THE "GOVERNMENTAL UNIT EXEMPTION" CLAUSE FROM THE PERMIT FEE APPLICATION. 3 ayes - 0 nayes. Motion carried. The Recording Secretary was directed to send a memorandum to the member cities informing them of this change. The board also considered a billing from the City of Anoka in the amount of $251.81 for secretarial services, office supplies, postage, copying, etc. Motion was made by Weaver, seconded by Jankowski, to APPROVE THE CITY OF ANOKA BILLING FOR $251.81 AND THE BARR ENGINEERING BILLING, WITH THE PROVISO THAT, WITH REFERENCE TO THE 168TH LANE PROJECT, THE CITY OF ANDOVER PAY DIRECTLY BACK TO THE WATERSHED THE $198.50; AND, WITH REFERENCE TO THE ANOKA VOCATIONAL TECHNICAL SCHOOL PROJECT, THE CITY OF ANOKA BE INSTRUCTED NOT TO ISSUE THE BUILDING PERMIT TO THE VOCATIONAL TECHNICAL SCHOOL UNTIL THE $500 PERMIT FEE IS PAID BY THE SCHOOL. 3 ayes - 0 nayes. Motion carried. Members acknowledged and reviewed the Summary of Permit Fee Applications chart provided by Deputy Treasurer Jim Knutson. Members again discussed when the remaining permit fee can be returned to the applicant. All concurred the local jurisdic- tions shall determine when the project is complete and when the application fee balance should be returned. However, prior to physically returning the fee balance, the cities will present information to the LRRWMO, during a formal meeting, reporting on the project status along with a recommendation for a permit fee refund. The LRRWMO will then formally consider releasing the appropriate funds. Establishment of a Bill Review Committee Schrantz recommended the LRRWMO establish a Bill Review Committee, initially consisting of Weaver and Jankowski, to reduce the time spent during each meeting paying bills. Said committee would meet for a short time just prior to the regular meetings. Members concurred.
