LRRWMO Meeting Minutes <br />December 19, 1991 <br />Page 3 <br />Motion was made by Schrantz, seconded by Jankowski, to REMOVE <br />THE "GOVERNMENTAL UNIT EXEMPTION" CLAUSE FROM THE PERMIT FEE <br />APPLICATION. <br />3 ayes - 0 nayes. Motion carried. <br />The Recording Secretary was directed to send a memorandum to <br />the member cities informing them of this change. <br />The board also considered a billing from the City of Anoka in <br />the amount of $251.81 for secretarial services, office <br />supplies, postage, copying, etc. <br />Motion was made by Weaver, seconded by Jankowski, to APPROVE <br />THE CITY OF ANOKA BILLING FOR $251.81 AND THE BARR <br />ENGINEERING BILLING, WITH THE PROVISO THAT, WITH REFERENCE TO <br />THE 168TH LANE PROJECT, THE CITY OF ANDOVER PAY DIRECTLY BACK <br />TO THE WATERSHED THE $198.50; AND, WITH REFERENCE TO THE <br />ANOKA VOCATIONAL TECHNICAL SCHOOL PROJECT, THE CITY OF ANOKA <br />BE INSTRUCTED NOT TO ISSUE THE BUILDING PERMIT TO THE <br />VOCATIONAL TECHNICAL SCHOOL UNTIL THE $500 PERMIT FEE IS PAID <br />BY THE SCHOOL. <br />3 ayes - 0 nayes. Motion carried. <br />Members acknowledged and reviewed the Summary of Permit Fee <br />Applications chart provided by Deputy Treasurer Jim Knutson. <br />Members again discussed when the remaining permit fee can be <br />returned to the applicant. All concurred the local jurisdic- <br />tions shall determine when the project is complete and when <br />the application fee balance should be returned. However, <br />prior to physically returning the fee balance, the cities <br />will present information to the LRRWMO, during a formal <br />meeting, reporting on the project status along with a <br />recommendation for a permit fee refund. The LRRWMO will then <br />formally consider releasing the appropriate funds. <br />Establishment of a Bill Review Committee <br />Schrantz recommended the LRRWMO establish a Bill Review <br />Committee, initially consisting of Weaver and Jankowski, to <br />reduce the time spent during each meeting paying bills. Said <br />committee would meet for a short time just prior to the <br />regular meetings. Members concurred. <br />
