LRRWMO Meeting Minutes <br />December 19, 1991 <br />Page 4 <br />CONSIDERATION OF COMMUNICATIONS <br />DNR Response to Lake Gauging <br />The Recording Secretary reported she contacted Tom Hovey, <br />Minnesota Department of Natural Resources (DNR), to clarify <br />whether or not the DNR conducts any sort of data gathering <br />program on lakes within Anoka County. Mr. Hovey reportedly <br />confirmed they do not, explaining some time ago John Stine, <br />DNR, and Pat Rudolph, Anoka Soil and Water Conservation <br />District (SWCD), pooled their thoughts and set up the <br />existing data collection process currently conducted by the <br />SWCD, now defined as the Lake Gauging Program. <br />Schrantz noted the receipt of a November 27, 1991, memorandum <br />from Sheryl Corrigan, Natural Resources Division of the <br />Metropolitan Council, with regard to the 1991 State Nonpoint <br />Source Pollution Assessment, a state requirement under the <br />1987 Clean Water Act amendments. Upon review of the attached <br />information, it was determine information from the LRRWMO <br />area had been received by the Metropolitan Council. No <br />further action necessary. <br />NEW BUSINESS <br />WMO Enforcement of Wetland Regulations <br />Members discussed the potential WMO enforcement of interim <br />wetland regulations of the Wetland Conservation Act through <br />July 1, 1993. Schrantz referenced a December 16, 1991, <br />memorandum from himself outlining his discussions with <br />attorney Curt Pearson on this issue. Schrantz indicated WMO <br />enforcement of the regulations could incur significant <br />engineering costs. Schrantz also indicated if the WMO's do <br />not assume this responsibility, no activity will be allowed <br />in the wetlands during this interim period. Schrantz recom- <br />mended the LRRWMO assume this responsibility, rather than the <br />individual cities, to make sure it is properly done. <br />Upon discussion of the potential to incur significant expense <br />by enforcing these regulations, Jankowski indicated those <br />costs will exist in any event, noting the enforcement <br />directives which would be handed down. It was his opinion <br />the cities do not have the expertise to manage these <br />regulations. He added trying to keep this localized at the <br />city level is a losing battle. Schrantz concurred. <br />Board members reviewed proposed guidelines for the interim <br />program of wetland regulation.
