LRRWMO Meeting Minutes <br />December 19, 1991 <br />Page 5 <br />Creek Watershed Administrator. Schrantz indicated if the WMO <br />accepts this responsibility, we will have to have a plan. <br />The Coon Creek Watershed will use the fifteen page document <br />as its plan. Schultz felt that manual seemed reasonable. <br />Schrantz recommended a letter be sent to the Board of Water <br />and Soil Resources (BWSR) indicating the LRRWMO will accept <br />the responsibility of enforcing the interim wetland <br />regulations. He added if the LRRWMO assumes this responsi- <br />bility, we will have to keep track of our expenses and, at <br />the end of the interim period, let the legislature know what <br />the costs will be when they review it. Schrantz stated the <br />city causing the review should cover the costs. Schultz <br />suggested the best way to cover expenses would be to charge <br />the developer, perhaps by increasing the permit fee <br />eventually. <br />Weaver concurred with Schrantz's position that the LRRWMO <br />should administer the wetland regulations during the interim <br />period through July 1, 1993. <br />Motion was made by Weaver, seconded by Jankowski, to INFORM <br />THE BOARD OF WATER AND SOIL RESOURCES THE LOWER RUM RIVER <br />WATERSHED MANAGEMENT ORGANIZATION WILL BE THE GOVERNMENTAL <br />AGENCY ASSUMING JURISDICTION FOR THE REGULATION OF THE <br />INTERIM WETLAND REGULATIONS. FURTHER, THIS BOARD WILL REVIEW <br />AND ADOPT A PROCEDURES MANUAL AT ITS JANUARY 1992 REGULAR <br />MEETING. <br />3 ayes - 0 nayes. Motion carried. <br />Consideratio of LRRWMO Policies /Engineering & Votin <br />Members reviewed the proposed policy /operating procedures for <br />Voting and the Operational Procedures for the Consulting <br />Engineer. <br />Motion was made by Weaver, seconded by Jankowski, to APPROVE <br />THE OPERATIONAL PROCEDURES FOR THE CONSULTING ENGINEER AND <br />THE MEMBER VOTING POLICY AS PRESENTED. <br />3 ayes - 0 nayes. Motion carried. <br />OF COMMUNICATIONS (Cont.) <br />Members acknowledged the November 22, 1991, letter from David <br />B. Milles, Supervisor of Permits Unit, Minnesota Department <br />of Natural Resources, indicating appropriation permit 91 -6175 <br />for Waste Management of Minnesota, Inc. has been authorized. <br />
