LRRWMO Meeting Minutes <br />December 19, 1991 <br />Page 6 <br />Motion was made by Jankowski, seconded by Schrantz, to ACCEPT <br />AND FILE THE INFORMATION ON APPROPRIATION PERMIT 91 6175. <br />Jankowski provided a brief update on the Waste Management <br />appropriation of waters project, indicating the water is <br />treated and discharged through the storm sewer to the <br />Mississippi River. The project was operational as of <br />November 1, 1991. <br />Schultz queried whether the water being dumped into the <br />Mississippi River will be tested. Jankowski indicated this <br />DNR permit allows the drawdown of water from the water table. <br />It will be the Pollution Control Agency's responsibility to <br />ensure water quality. Jankowski stated the level of contam- <br />ination is proposed to be less than the safe drinking water <br />standards allowed. The Minnesota PCA is requiring Waste <br />Management to treat the water before it is discharged into <br />the Mississippi River. <br />Schultz queried whether the outfall is being monitored, <br />expressing concern for snowmobilers and others participating <br />in winter activities on the Mississippi River near the <br />outfall area. Jankowski indicated he would check on this <br />matter, agreeing there could be some liability involved. <br />VOTE: 3 ayes - 0 nayes. Motion carried. <br />Board members considered the December 4, 1991, information <br />received from Paul Hoff, Minnesota Pollution Control Agency <br />(MPCA), with regard to the Findings of Fact for the <br />Environmental Assessment Worksheet on the proposed St. <br />Francis Wastewater Treatment Facility Upgrade. It was <br />determined this proposed project does not have the potential <br />for significant environmental effects. The various comments <br />received by the MPCA from several concerned agencies about <br />the project, including that of the LRRWMO, were included in <br />the written information. Schultz indicated he was comfor- <br />table with the MPCA's position. <br />Motion was made by Schrantz, seconded by Weaver, to ACKNOW- <br />LEDGE THE RECEIPT OF THIS INFORMATION RELATIVE TO THE ST. <br />FRANCIS WASTEWATER TREATMENT FACILITY EXPANSION PROJECT. <br />3 ayes - 0 nayes. Motion carried. <br />PENDING PROJECTS /PERMIT REVIEWS <br />Members acknowledged a November 21, 1991, letter from Todd J. <br />Haas, Assistant City Engineer, Andover, indicating a permit <br />
