LRRWMO Meeting Minutes <br />December 19, 1991 <br />Page 7 <br />application and $500 escrow deposit for The Meadows of Round <br />Lake project has been submitted. <br />Jankowski provided a fairly detailed presentation on projects <br />proposed in the City of Ramsey: Hunters Ridge, Cedar Hills, <br />Chestnut Pond, Chestnut Hills, and Windemere Woods. He <br />indicated the Cedar Hills, Chestnut Pond, Chestnut Hills, and <br />Windemere Woods projects are being developed simultaneously, <br />and will result in the creation of approximately 275 lots. <br />The first phase, under construction now, will plat 75 lots. <br />Jankowski went on to note the location of the designated <br />wetlands within the project area. <br />Jankowski explained there is a large interceptor sewer line <br />proposed to service the subdivisions; a sanitary sewer. He <br />indicated said sewer line may be installed up to thirty -five <br />feet deep in some locations. Jankowski explained there has <br />been a permit applied for for this construction, and a <br />license has been obtained for it from the DNR for <br />construction through wetland areas. He stated there will be <br />no post construction impacts on the wetlands; the impact will <br />be during construction. There will reportedly be some silt <br />fence requirements to ensure against erosion into the swamp. <br />Jankowski indicated the storm drainage from the projects will <br />affect two wetlands: Chestnut Pond and Wetland 114P, both of <br />which are protected. However, he felt this issue has been <br />properly addressed through the submitted drainage plan. <br />Jankowski stated the 114P wetland is designated a Class B <br />water. <br />Jankowski indicated he felt it is significant that the <br />project developers received preliminary plat approval before <br />the LRRWMO plan was implemented. He stated he feels he made <br />a commitment to the developers telling them it is alright to <br />proceed. He added, however, we need to do whatever we can to <br />come into conformance. Jankowski stated in looking at the <br />plan, discharges into Class B waters should be reviewed by <br />the LRRWMO. The only nonconforming portion is the discharge <br />that does not receive sedimentation prior to discharge. In <br />answer to Schrantz's inquiry, Jankowski confirmed these are, <br />technically, city projects which went through the DNR review <br />process. <br />Weaver felt there is a responsibility of the LRRWMO to <br />receive a permit application from the developers. Schrantz <br />concurred. Weaver added the plan proposes to excavate <br />through the wetland. Jankowski stated the DNR issued a <br />license for the activity.
