LRRWMO Meeting Minutes <br />December 19, 1991 <br />Page 8 <br />our plan, the LRRWMO should be looking at the wetlands and <br />the ponds to see if the projects meet regulations. <br />Jankowski felt it significant that the preliminary plats were <br />approved, sometime in early 1990, before the LRRWMO adopted <br />its plan in February 1991. <br />Schrantz queried whether the ponds were part of the prelimin- <br />ary plat. Jankowski was unsure. He did state the ponds were <br />there in the preliminary grading plan but were not part of <br />the storm drainage system. Jankowski added he felt it would <br />be reasonable to require sedimentation basins in the one <br />appropriate area in that it already functions as a sedimenta- <br />tion basin. He questioned whether the majority of the <br />wetland should be considered a Class B water. <br />(Weaver left at 10:30 a.m.) <br />Schultz indicated the LRRWMO should have reviewed these <br />projects, specifically the protection of the wetlands, <br />according to BWSR regulations. This board has been in <br />existence since 1985 and has had some interim regulations <br />from which to operate. <br />Schrantz stated although the preliminary plat was in effect <br />before the LRRWMO adopted its plan, the project developers <br />designed the storm sewer after its adoption. However, this <br />is a city plan, whether it affects wetlands or not, and <br />should have LRRWMO review. Schrantz added our engineer might <br />require sedimentation ponds at the ends of the sewer pipe as <br />overflow for the ponds. <br />Jankowski felt that issue has been addressed. However, he <br />stated he would be willing to put in a sump in the areas <br />where drainage does not go into a pond. <br />Discussion continued on the projects' review. Schrantz felt <br />this is a city sponsored project and should be submitted to <br />the watershed for review. Jankowski argued this is a <br />residential development. Schrantz returned that this is on a <br />Class B water course. Jankowski felt the development does <br />not directly affect the Class B water. He felt there should <br />be some consideration given because the subdivision was <br />approved before the LRRWMO plan was adopted. He also felt it <br />is questionable whether that particular wetland should be <br />classified a Class B water. <br />Jankowski agreed to draft an application and send it on to <br />Barr Engineering for review. He will also submit the $500 <br />permit application fee, but will ask that consideration be <br />
