The Recording <br />Secretary was directed to contact SWCD to obtain that <br />information. <br />Schrantz recommended the LRRWMO continue with the SWCD <br />monitoring program. He further noted Ms. Rudolph is suggest- <br />ing this board write a grant to support water quality testing <br />from MPCA, BWSR Roll -Over or Special Project Fund, Bremer <br />Foundation or DNR. Schrantz reported he spoke with the Coon <br />Creek Watershed Administrator Tim Kelly who indicated the <br />program through the MPCA might not be worth the effort. <br />Motion was made by Weaver, seconded by Erickson, to EMPLOY <br />THE SOIL AND WATER CONSERVATION DISTRICT TO PROVIDE OUR <br />TESTING OF RODGERS LAKE AND ALSO FOR ROUND LAKE IF IT IS NOT <br />ALREADY BEING MONITORED FOR THE COON CREEK WATERSHED. THIS <br />ACTIVITY IS WITH THE UNDERSTANDING THE COSTS FOR SAID MONI- <br />TORING SHALL BE AS INDICATED IN MS. RUDOLPH'S JULY 15, 1991, <br />MEMORANDUM OF $35.00 FOR SEECHI DISC MONITORING PER LAKE. <br />4 ayes - 0 nayes. Motion carried. <br />Erickson queried what kind of LRRWMO related data base Barr <br />Engineering has and suggested perhaps we should have copies <br />of everything at our disposal, perhaps having an LRRWMO <br />section set up at the Anoka County Library. Schrantz <br />indicated that will be part of the new rules; to have a <br />central information gathering place. <br />Joint Powers Insurance <br />Members discussed an insurance coverage proposal received <br />from North Star Risk Services, Inc. Schrantz telephoned <br />Andover Mayor Ken Orttel and queried the difference between <br />general liability and errors and omissions insurance. <br />Following his conversation with Mayor Orttel, Schrantz <br />reported this board needs the general liability; it is <br />mandatory. The errors and omissions insurance is needed if <br />members do something wrong outside the line of duty. <br />Schrantz stated this board does not need errors and omissions <br />insurance unless we want to cover ourselves from being sued <br />individually. <br />Members discussed whether or not the consulting engineer <br />would be covered by the LRRWMO insurance or that of his <br />agency. Schrantz felt he would be covered by his own <br />company. However, Schultz reported he heard Skallman state, <br />at the member cities' staff meeting at Hardees in June, he <br />wants the LRRWMO to cover him in the area of errors and <br />omissions. <br />
