LRRWMO Meeting Minutes <br />April 17, 1991 <br />Page 4 <br />Jankowski questioned if the Joint Powers Agreement authorized <br />the cities to withdraw if necessary. Schrantz replied in the <br />negative. Rudolph added she too felt not because the State <br />would then get you for disbanding. <br />Weaver suggested members review Pearson's April 8, 1991, <br />letter and attached information and respond to it at a later <br />date. Schrantz reported he received a letter from Peter <br />Tritz, the Executive Director of LMCIT, addressing the issue. <br />Schrantz indicated he would mail copies of the letter to each <br />of the members. <br />Erickson noted the receipt of a March 14, 1991, memorandum <br />from Karen Schultz, Secretary to the Minnesota Board of Water <br />and Soil Resources, requesting the completion of a WMO <br />membership listing form to allow her office to update the <br />board's directory. The Recording Secretary was directed to <br />complete the form and send it in. <br />Skallman presented three permits: <br />1. #76 -6188, City of Anoka, a request to be allowed to <br />irrigate thirty acres of city park grounds (John Ward Park) <br />on a seasonal basis from May 1 to September 30 of each year. <br />2. #85 -6373, Anoka County, Rum River Bridge Crossing, a <br />request to extend the expiration date of this permit to <br />November 30, 1991. <br />3. #89 -6266, City of Ramsey, swale excavation of unnamed <br />wetland 2 -116W, a request to extend the expiration date of <br />this permit to November 30, 1991. <br />No formal action taken. <br />Skallman reported the Recording Secretary passed on informa- <br />tion to him she received at the LRRWMO place of business, <br />Anoka City Hall, with regard to an application from Waste <br />Management of Minnesota, Incorporated, for a permit to <br />discharge, install and operate a wastewater disposal system. <br />Attached information from the Minnesota Pollution Control <br />Agency indicates the permit, #MN 0060259, was approved for <br />Waste Management of Minnesota, Incorporated, and will expire <br />at midnight January 31, 1996. <br />Skallman indicated he called Tom Hovey, Area Hydrologist, <br />Minnesota Department of Natural Resources, asking why he did <br />not receive this permit application for LRRWMO review. <br />Unfortunately, Mr. Hovey was not able to be contacted <br />directly. <br />
