LRRWMO Meeting Minutes <br />April 17, 1991 <br />Page 3 <br />Schrantz confirmed that indeed this board is another level of <br />government. <br />Weaver noted the elected officials and city staffs are <br />frustrated with present costs and the cities' limited level <br />of control. However, he believed it is finally becoming <br />accepted that the activities of the LRRWMO is a long overdue <br />service to the environment. <br />Schrantz stated legislation will require monetary output from <br />our member cities. The 509 Committee is presently looking at <br />the costs to people for having to implement these <br />requirements. <br />Members concurred although the attendance was somewhat low, <br />it was an informative and beneficial meeting. <br />CONSIDERATION OF COMMUNICATIONS <br />Schrantz presented an April 3, 1991, letter from Coon Rapids <br />City Engineer William Ottensmann indicating the Coon Rapids <br />City Council would be unable to attend the April 11, joint <br />member -city meeting. However, they designated Scott Erickson <br />to attend in its stead. <br />Members discussed the April 8, 1991, letter from attorney <br />Curtis Pearson addressing the issue of purchasing liability <br />insurance for this LRRWMO Joint Powers Agreement group. <br />Schrantz stated Mr. Pearson's letter recommends this body <br />submit its Joint Powers Agreement for the League of Minnesita <br />Cities Insurance Trust (LMCIT) evaluation in terms of how <br />much it would cost the LRRWMO to get insurance through the <br />League. Weaver feared this requirement will have major <br />implications for the cities if each Joint Powers Agreement <br />has to be insured. <br />Pat Rudolph, Anoka County Soil and Water Conservation <br />District, indicated in some areas of the State where Joint <br />Powers Agreements have existed for a period of time, they <br />were covered .under a blanket coverage. She suggested this <br />WMO consider joining with others to get a group policy. The <br />various WMO's may then be assessed either geographically or <br />according to the amount of money you deal with annually. <br />Weaver indicated he would prefer, in this watershed, to be <br />insurred on the basis of our risk, rather than picking up <br />risk through other WMO's throughout the State. In explana- <br />tion of this board's current coverage, Weaver indicated the <br />League insurance coverage that covers our member cities does <br />not cover the joint powers responsibilities. <br />
