focus groups, which are subsets of the workgroups, under the leadership of NPS core team
members. These tasks were developed from the lists of data needs by the NPS team.
The next step in the process will be to begin gathering and synthesizing data. This will be
accomplished by focus groups, using the results of the workshop as a starting point.
Workgroup members who participated in the March workshops have already been asked to
indicate their availability and willingness to assist with these focus groups. As the task of the
groups has changed somewhat, however, all workgroup members will be mailed a form to
deterrtiWwfdcu5 group membership"arid "individual participation levels. The NPS team will
analyze responses to these forms and initiate focus group meetings. Commissioners will .be
informed of all focus group meetings, and are invited to participate at their pleasure.
Public Involvement
(Jan Harris. NPS- Denver Service Center)
Ms. Harris reminded the Commission of the importance of beginning a comprehensive public
outreach campaign. The planning process has advanced to a point where information should
be sent to the general public. The process has also advanced to a point where opportunities
for input from the general public would be valuable.
At a previous meeting, Commissioner Hunt volunteered to chair a subgroup that would
investigate public involvement strategies and report to the full Commission. Other
Commissioners who have expressed an interest in serving on that group were Mr. Gove, Ms.
Loper, Mr. Newstrand, Ms. Sitz, Ms. Vogel, and Ms. Johnson. Ms. Davies also volunteered
to participate in the group. Commissioners who were not present will be phoned to determine
their interest in assisting the public involvement subgroup.
Ms. Harris indicated that several workgroup participants had expressed an interest in assisting
with public involvement. These individuals will be invited to join the Commission's subgroup
when they meet. Ms. Harris indicated that she would be willing to facilitate the group.
Superintendent Reigle used the discussion of public involvement as an opportunity to
announce the addition of Mr. Ronald Erickson to the MNRRA staff in St. Paul. Mr. Erickson,
who will assume the position of Chief of Interpretation, will have several responsibilities
relating to public outreach and education. Erickson will start his new position in mid -June.
Presentation on the Proposed Upper Midwest Museum of Transportation
Ms. Mary Ann Parranto and Mr. Bill Faulkner were present to introduce the Commission to the
proposed Upper Midwest Museum of Transportation. The museum would be the first with
themes relating to all four major modes of transportation: air and space, highway, rail, and
water. The museum would be housed in the headhouse and concourse of the Union Depot
in downtown St. Paul. Promoters have already received $6.9 million in actual funds and
authorizations. If the project continues to develop, Phase I could be completed early summer
of 1992. This phase, which is estimated to cost around $9.5 million, could attract as many
as 300,000 visitors per year to the downtown riverfront. A brochure explaining the project
was distributed to the Commission.
