Trummer in the presentation were Mr. John Badalich, Chair of the South St. Paul Housing and <br />Redevelopment Authority; Ms. Lois Swanson, Coordinator of the River Environmental Action <br />Program (REAP); and Mr. David Houle, Chair of REAP's River Walkway Committee. <br />Mr. Badalich presented an overview of the redevelopment of the former Armour Company <br />plant site adjacent to the river. Ms. Swanson gave an overview of the history and mission <br />of the River Environmental Action Program, which is a grassroots organization dedicated to <br />"affect the future direction of the city through the involvement of local citizens ". Mr. Houle <br />summarized the organization's initiatives to provide for a riverwalkway within the community; - <br />Mayor Trummer closed the presentation by stressing the city's interest in the work of the <br />" Mississippi River Coordinating Commission and in the Mississippi National River and <br />Recreation Area. She stated that the city Council and staff would be happy to assist the <br />Commission and the NPS in any way possible. Mayor Trummer then presented „each - of.the <br />Commissioners with a pin commemorating South St. Paul's designation as an "All- American <br />City” in 1990. <br />Written transcripts of the South St. Paul presentation will be forwarded to Commissioners in <br />the near future. <br />Summary of March 26 -28 Workgroup Workshops <br />(Cynthia Young, Jan Harris& Marilyn Hof - NPS, Denver Service Center) <br />The NPS core planning team presented an overview of the workgroup workshops that were <br />held in March. Ms. Young expressed complete satisfaction with the level of interest in the <br />workshops and with the outcome of the workshops. About 130 people participated in the <br />five workshops over a three -day period. The sessions produced a wealth of information and <br />ideas that will be valuable to the planning process. A 60 -page report was distributed that <br />detailed the substance of the workshops. Copies of the report will be mailed to <br />Commissioners and workgroup participants who were not present at the meeting. <br />The study team explained that the report is organized in four chapters. Chapter One <br />summarizes obstacles to achieving the purposes and visions that have been expressed in draft <br />statements developed by the Commission. The obstacles are organized_by group, and further . <br />by individual vision statement. The chapter also details data needs identified by the <br />workgroups that may have to be satisfied to fully understand obstacles and to identify <br />potential solutions. <br />Chapter Two groups obstacles by subject categories such as roles and responsibilities, public <br />attitudes, potential use conflicts, facilities /services, and environmental quality. Included at <br />the end of each obstacle category is a list of possible planning tasks developed by the NPS <br />team, through review of workgroup materials, that may be needed to address the obstacles. <br />These planning tasks are also consolidated in Chapter Four. <br />Finally, Chapter Three presents a consolidation of data needs that were identified by the <br />workgroups. These needs are divided into initial data needs and data synthesis needs. The <br />latter classification are those needs that will evolve from the processing of initial data needs. <br />Chapter Three also includes a preliminary set of data gathering tasks to be undertaken by <br />
