LRRWMO Meeting Minutes <br />March 20, 1991 <br />Page 2 <br />indicated the League of Cities have ruled WMO's are <br />specifically excluded from those policies. The result being, <br />as an entity, the LRRt^7MO is now susceptible. The individual <br />members are insured through the city, but the organization is <br />not covered. Pearson indicated his argument to the League is <br />why not charge the cities a flat insurance premium rate to <br />cover all Joint Powers Agreements. However, as it stands at <br />present, Pearson recommended the LRRWMO reassess its <br />insurance position and consider including liability insurance <br />in its budget. Pearson agreed to provide a written <br />background for his recommendation to assist LRRWMO members in <br />presenting this proposal to their cities. <br />Upon further discussion of upcoming budget expenses, Pearson <br />reminded the board it must have the LRRWMO Joint Powers <br />Agreement rewritten /updated. He did not think that could be <br />done with the $2,500.00 in the budget for legal expenses. <br />Schrantz and Weaver concurred the insurance expenditure could <br />come out of the LRRWMO reserves. <br />Motion was made by Erickson, seconded by Weaver, to LEAVE THE <br />1991 BUDGET FIGURES AS THEY HAVE BEEN PRESENTED. <br />As a comment, Weaver stated these figures are not realistic. <br />This board will be spending more money to do what we will be <br />required to do. <br />VOTE: 3 ayes - 0 nayes. Motion carried. <br />Weaver indicated at the upcoming joint member city meeting, <br />it is very important everyone realize this board is at a <br />juncture, and we will be spending as required by law. The <br />LRRWMO is presently "really biting the bullet ". We will not <br />be able to run at this level for much longer. <br />Pearson indicated much of what is coming out of the State is <br />because of Anoka County, basically, because of the history of <br />the Coon Creek Watershed. The new Environmental Protection <br />Agency rules were.discussed. A February 25, 1991, Nations <br />Cities Weekl article, entitled "New EPA rules force many <br />cities to get stormwater permits ", was provided for the <br />board's information. <br />Erickson presented Treasurer's Reports for the periods of <br />January 31, 1991, and February 28, 1991: <br />The January 31, 1991, report indicated a money market check- <br />ing account balance of $10.00, interest bearing savings <br />account balance of $5,341.93, and a certificate of deposit <br />
