LRRWMO Meeting Minutes <br />March 20, 1991 <br />Page 4 <br />absent LRRWMO member Jankowski during this meeting found <br />April 11, 1991, to be acceptable to the City of Ramsey also. <br />Erickson reported the Coon Rapids City Council has not yet <br />responded. However, he predicted, since the LRRWMO area is <br />within such a small part of Coon Rapids, his City Council <br />would merely direct a representative to attend the joint <br />meeting. <br />The members discussed the important aspects which should be <br />presented during the joint meeting. Weaver felt it impera- <br />tive our legal adviser focus the cities' attention on the <br />fact there are mandates coming down that will impose costs <br />and time regulation on the control of the quality of surface <br />water. <br />Schrantz indicated cities should be brought up to date on the <br />current 509 process and its effect on both the cities and the <br />LRRWMO. <br />Pearson shared with the board a copy of Minnetonka City <br />Council Letter No. 91 -58, regarding a Resolution Establishing <br />the Position of the City of Minnetonka Regarding Board of <br />Water and Soil Resources (BWSR) Proposed 509 Rules. However, <br />he did not recommend this board adopt this resolution. He <br />presented it merely for information as an example of the <br />frustration of the municipality. <br />Upon discussion of the Water Management Plan and local <br />activities currently underway relative to the plan, Pearson <br />stated the LRRWMO is probably ahead of ninety per cent of <br />other WMO s in the metropolitan area. He indicated the <br />LRRWMO plan is excellent. Upon discussion of problems the <br />cities might have in administering this plan, Schrantz <br />indicated the water Quality section of the plan and what it <br />will require cities to do will cause problems for the cities <br />because of the current budgetary problems municipalities are <br />facing. Pearson asked Schultz to provide information on the <br />quality of the Rum River water where it enters the <br />Mississippi River and the quality of the water upstream. <br />Within the discussion it was reported Andover's local plan is <br />nearly finished, Anoka's is being put together by an <br />engineering firm, and Coon Rapids's is finished but not <br />implemented. <br />Members concurred on an agenda for the joint four city member <br />meeting of the LRRWMO, to be held April 11, 1991, 7:30 p.m., <br />at the Greenhaven Country Club in the City,of Anoka. <br />
