LRRWMO Meeting Minutes <br />November 19, 1992 <br />Page 2 <br />during the period August 30 through October 3, 1992. <br />Questions were raised on two charges within this bill: "PC <br />Dan Lasher" and the "Anoka bridge project ". The usual <br />monthly telephone call to Engineering Consultant Dean <br />Skallman was made at this time requesting an explanation of <br />these charges. Upon completion of this telephone <br />conversation, Jankowski reported that PC refers to a "Phone <br />Call" with the developer of Mineral Pond Sixth Addition. <br />Jankowski stated it should be charged against either General <br />Engineering or billed back to the City of Anoka. Schrantz <br />felt this board should still pay this engineering charge; <br />however, Knutson should check to see to whom it should be <br />charged. He went on to state it has been the consensus of <br />this WMO to have Skallman limit the time he talks to people <br />who do not an LRRWMO permit and who have not submitted the <br />appropriate fee, but rather wants him to refer these people <br />to the proper municipality whenever possible. <br />Motion was made by Jankowski, seconded by Schrantz, to <br />AUTHORIZE PAYMENT TO BARR ENGINEERING IN THE AMOUNT OF <br />$969.00, NOTING THE EXCEPTION OF THE CHARGE OF 0.2 HOURS ON <br />THE 169 BRIDGE PROJECT AND THE 0.8 HOURS TO GRADY BOECK, <br />MINERAL POND SIXTH ADDITION, UNTIL WE RECEIVE A PERMIT FEE TO <br />COVER THEM. <br />The board noted a November 13, 1992, letter to Lawrence <br />Dallam, Howard Needles Tammen & Bergendoff, regarding a storm <br />water detention pond for the Anoka Champlin Bridge project. <br />In this letter Anoka Public Works Director Ray Schultz <br />informed Mr. Dallam of the need to obtain an LRRWMO permit <br />and submit the appropriate fee for review of this detention <br />pond. <br />3 ayes - 0 nayes. Motion carried. <br />REPORT OF OFFICERS <br />Jankowski reported on the Ramsey Meadows project where we <br />have a Replacement Agreement for 3,000 square feet of <br />wetland, that replacement and filling has been completed. <br />However, he indicated he has not released the mylars as <br />specified in the Replacement Agreement because he has a 10 -15 <br />foot stock pile of black dirt on the edge. Jankowski <br />reported asking the developer to put up a silt fence along <br />the wetland edge or else grade it out so it does not go back <br />into the wetland. He stated some progress has been made. <br />
