LRRWMO Meeting Minutes November 19, 1992 Page 3 CONSIDERATION OF COMMUNICATIONS Local Water Management Rules The board noted the receipt of a Minnesota Board of Water and Soil Resources (MnBWSR) Minnesota Rules Chapter 8410 - Metropolitan Area Local Water Management adopted May 27, 1992, and effective August 1, 1992. Jankowski was of the opinion this board should strongly voice its opposition to these rules. Act Dates Also received from the MnBWSR was a memorandum from Lynette Morrisette enclosing a copy of the Wetland Conservation Act Rules, a notice of public hearings, and information meeting dates and locations. Members concurred this entire board should attempt to attend the December 17, 1992, scheduled public hearing in St. Paul, at the State Office Building, beginning at 1:00 p.m. and /or again at 7:00 p.m. Members concurred this board should thoroughly review this informa- tion prior to the regular LRRWMO December 17, 1992, meeting, and organize its position during that regular meeting prior to attending that afternoon or evening MnBWSR public hearing. Department of Natural Resources denial of Application #92- 6258, Ramsey The board noted the receipt of a certified letter addressed to Steve Jankowski, Ramsey City Hall, from Paul Swenson, Minnesota Department of Natural Resources,.regarding Ramsey's DNR permit application #92 -6258, requesting permission to place fill for the construction of 150th Lane N.W. in Public Waters Wetland 2 -729W, in the southwest 1/4 Section 24, T32N, R25W, Anoka County. Said letter indicated that based on considerations outlined in the letter, it has been determined that the city's application must be denied in all respects. Jankowski explained this application involved the Ramsey Meadows proposal to fill approximately 5 -6,000 square feet of wetland in order to push a road through. He recalled that the LRRWMO approved that application contingent on the DNR's approval. Jankowski stated he talked to the developer and asked him how he wanted to proceed, by either amending the plat or asking for a public hearing. The developer's surveyor is reportedly working on alternate plans. Schrantz acknowledged the status of this project in that the City of Ramsey is working with the developer.
