LRRWMO Meeting Minutes <br />November 19, 1992 <br />Page 3 <br />CONSIDERATION OF COMMUNICATIONS <br />Local Water Management Rules <br />The board noted the receipt of a Minnesota Board of Water and <br />Soil Resources (MnBWSR) Minnesota Rules Chapter 8410 - <br />Metropolitan Area Local Water Management adopted May 27, <br />1992, and effective August 1, 1992. Jankowski was of the <br />opinion this board should strongly voice its opposition to <br />these rules. <br />Act <br />Dates <br />Also received from the MnBWSR was a memorandum from Lynette <br />Morrisette enclosing a copy of the Wetland Conservation Act <br />Rules, a notice of public hearings, and information meeting <br />dates and locations. Members concurred this entire board <br />should attempt to attend the December 17, 1992, scheduled <br />public hearing in St. Paul, at the State Office Building, <br />beginning at 1:00 p.m. and /or again at 7:00 p.m. Members <br />concurred this board should thoroughly review this informa- <br />tion prior to the regular LRRWMO December 17, 1992, meeting, <br />and organize its position during that regular meeting prior <br />to attending that afternoon or evening MnBWSR public hearing. <br />Department of Natural Resources denial of Application #92- <br />6258, Ramsey <br />The board noted the receipt of a certified letter addressed <br />to Steve Jankowski, Ramsey City Hall, from Paul Swenson, <br />Minnesota Department of Natural Resources,.regarding Ramsey's <br />DNR permit application #92 -6258, requesting permission to <br />place fill for the construction of 150th Lane N.W. in Public <br />Waters Wetland 2 -729W, in the southwest 1/4 Section 24, T32N, <br />R25W, Anoka County. Said letter indicated that based on <br />considerations outlined in the letter, it has been determined <br />that the city's application must be denied in all respects. <br />Jankowski explained this application involved the Ramsey <br />Meadows proposal to fill approximately 5 -6,000 square feet of <br />wetland in order to push a road through. He recalled that <br />the LRRWMO approved that application contingent on the DNR's <br />approval. Jankowski stated he talked to the developer and <br />asked him how he wanted to proceed, by either amending the <br />plat or asking for a public hearing. The developer's <br />surveyor is reportedly working on alternate plans. <br />Schrantz acknowledged the status of this project in that the <br />City of Ramsey is working with the developer. <br />
