LRRWMO Meeting Minutes <br />April 15, 1992 <br />Page 3 <br />Schrantz added it should not be a problem for the Consulting <br />Engineer to break out these charges by the hour and in more <br />detail than just "permit review ". <br />Motion was made by Weaver, seconded by Jankowski, to RETURN <br />THE BILL TO BARR ENGINEERING ASKING THAT HE MORE THOROUGHLY <br />IDENTIFY THE TIMES AND PROJECTS FOR WHICH THIS BILL IS <br />FORTHCOMING, AS WAS PREVIOUSLY DONE; A COPY OF BILLING <br />CHARGES THE ENGINEER TURNS INTO HIS FINANCE DEPARTMENT, IF <br />PROPERLY IDENTIFYING PROJECTS WORK, WOULD BE ADEQUATE. IN <br />ADDITION, AS PREVIOUSLY INDICATED BY THE CONSULTING ENGINEER, <br />A SUBORDINATE ENGINEER WAS TO REVIEW SOME OF THESE PROJECTS <br />AT A SIGNIFICANTLY LESSER HOURLY RATE THAN DEAN SKALLMAN <br />RECEIVES. THIS HAS NOT BEEN DONE TO DATE, TO THE BOARD'S <br />KNOWLEDGE. <br />4 ayes - 0 nayes. Motion carried. <br />(Jankowski left at 9:00 a.m.) <br />REPORT OF OFFICERS None. <br />CONSIDERATION OF COMMUNICATIONS <br />The board noted the April 8, 1992, memorandum from Bruce <br />Sandstrom, Acting Supervisor of the Minnesota Board of Water <br />and Soil Resources for the Metropolitan Region. Attached was <br />a copy of the proposed rules relating to metropolitan surface <br />water management in the State Register and a copy of the <br />Statement of Need and Reasonableness which was required as <br />part of the rule adoption process. <br />Schrantz reported attending the seminar on interim wetland <br />regulation. <br />Communication also received was an April 1, 1992, memorandum <br />from Greg Larson, Minnesota Board of Water and Soil <br />Resources, regarding the process of developing rules for the <br />Wetland Conservation Act of 1991. <br />Lake Monitoring Program <br />Tony Brough, Assistant Technician for the Anoka County Soil <br />and Water Conservation District (SWCD), requested the LRRWMO <br />consider participating in the 1992 Lake Monitoring Program. <br />Mr. Brough explained the SWCD will do the technical work of <br />measuring the gages. The gages will be monitored once a week <br />and after every major rainfall of one inch or greater from <br />May 1, 1992, through October 31, 1992. Mr. Brough further <br />recommended LRRWMO participation in secchi disk monitoring <br />
