LRRWMO Meeting Minutes <br />February 12, 1992 <br />Page 4 <br />CONSIDERATION OF COMMUNICATIONS <br />Schrantz noted the receipt of two permit reviews from the <br />Consulting Engineer:-- #92 -01, a -water quality permit for the <br />Anoka Vocational Technical College and #91 -14, a water <br />quality permit for a City of Ramsey development project. <br />#92 -01: Schultz provided the Bennett, Ringrose, Wolsfeld, <br />Jarvis, Gardner, Inc. (BRW) prepared site plans for the Anoka <br />Technical College's building addition. He indicated the <br />school will have to install a ponding area, as shown on the <br />plans provided. Said pond will be located on the school's <br />right -of -way. A skimming devise will also be installed. <br />Schultz indicated Barr Engineering has been working with the <br />school right along during the project's development. <br />Motion was made by Jankowski, seconded by Schrantz, to <br />APPROVE PERMIT APPLICATION #92 -01, ANOKA VOCATIONAL TECHNICAL <br />COLLEGE, WITH NO FURTHER CONTINGENCIES. <br />4 ayes - 0 nayes. Motion carried. <br />#91 -14: Members considered the Consulting Engineer's review <br />response relative to application #91 -14 for the City of <br />Ramsey, the final result being it was the opinion of the <br />Consulting Engineer that this plan does not meet the require- <br />ments of the Lower Rum River Watershed Management Organiza- <br />tion. Additional information provided from Skallman was that <br />in his telephone conversation with Tom Hovey, Minnesota <br />Department of Natural Resources (DNR), the DNR will require <br />some sort of wetland protection at all outlets requiring a <br />DNR permit. Jankowski referenced the January 3, 1992, letter <br />to himself from Tom Hovey, Area Hydrologist for the Minnesota <br />Department of Natural Resources, requesting changes to the <br />City of Ramsey's proposal, seeking clarifications on some <br />items, and pointing out some discrepancies on others. <br />Jankowski stated initially Ramsey's permit requested approval <br />for the construction of all nine outlots. He reported <br />Skallman indicated he had no information on outfalls W3, W4 <br />and P3. Jankowski stated all those outfalls will be con- <br />structed in a later portion of the phasing. He indicated at <br />this time he is withdrawing Ramsey's request for approval of <br />these three outfalls. <br />Jankowski went on to address each of the other outfalls and <br />the related problems. <br />
