The board acknowledged this salary increase, which is <br />the basis upon which the LRRWMO has agreed to pay Mikkonen's <br />salary. <br />PAYMENT OF BILLS <br />Four bills were presented for the board's consideration: <br />City of Anoka (November), #16023, $90.73, for secretarial <br />services, supplies, postage, copying, and the administration <br />fee; City of Anoka (December), #16072, $196.50, for secretar- <br />ial services, postage, supplies, and administration fee; Barr <br />Engineering, $127.70, for professional services provided <br />during the period November 3 through November 30, 1991; and <br />Wurst, Pearson, Larson, Underwood, and Mertz, consultant <br />attorney fees, $225.00, for the review of materials and <br />minutes from May 1 through December 30, 1991. <br />The Barr Engineering bill was discussed with Jankowski noting <br />the bill's breakdown indicated a good part of the bill was to <br />cover time spent writing up the billing to the LRRWMO. There <br />apparently were no reviews performed during this billing <br />period. <br />Motion was made by Jankowski, seconded by Schrantz, to <br />AUTHORIZE PAYMENT OF THE TWO CITY OF ANOKA BILLS, THE BARR <br />ENGINEERING BILL, AND THE WURST, PEARSON, LARSON, UNDERWOOD, <br />AND MERTZ BILLING. <br />3 ayes - 1 naye (Schultz). Motion carried. <br />Schultz explained his position, in reference to the Barr <br />Engineering bill, indicating he has a problem paying for Barr <br />Engineering's administrative costs which, he feels, are part <br />of their doing business. Schrantz suggested this board <br />should find out if we are being billed correctly or is this <br />in addition to the Engineer's hourly rate. He went on to <br />suggest this board sit down and discuss this situation with <br />Barr Engineering representatives and perhaps see how they <br />compare with other firms. Schrantz indicated perhaps this <br />board may decide to interview other engineering firms for its <br />consulting engineer expertise. <br />REPORT OF OFFICERS <br />Jankowski reported receiving a survey completion request from <br />Ron Harnick, Minnesota Board of Water and Soil Resources, <br />dated December 30, 1991. Schultz indicated a similar survey <br />request was received from the Metropolitan Council asking for <br />non -point source information. The board recalled, from the <br />
