E � <br />LRRWMO Meeting Minutes <br />October 15, 1992 <br />Page 3 <br />Knutson presented a chart showing the final cost assessments <br />for the 1993 -94 fiscal year. Information received from the <br />City of Coon Rapids was included, indicating their valuation <br />significantly went up because of the Riverdale Mall. <br />Schrantz queried whether these figures show the valuation <br />without deducting tax increment financing, which should be <br />the case. These nu -Iners should be the total valuation. <br />Knutson indicated he was not sure and would double check <br />that. In the meantime, he recommended each member pass this <br />information along to his respective city in that these <br />numbers will determine the foundation for municipal assess- <br />ments in support of the LRRWMO. The first half -year 1993 -94 <br />membership billing will be sent out February 1, 1993. <br />REPORT OF OFFICERS <br />Jankowski provided a copy for the LRRWMO files of the <br />replacement agreement, as approved by the LRRWMO at its <br />special October 1, 1992, meeting, for the Ramsey Meadows <br />Subdivision, signed by the developer, Gilbert Menkveld. <br />CONSIDERATION OF COMMUNICATIONS <br />Schrantz noted the September 25, 1992, certified letter to <br />him from the Minnesota Department of Natural Resources (DNR) <br />regarding DNR permit #92 -6100, Eldorado Street N.W., Dehn's <br />Pond, Andover. He reported the DNR has denied Andover's <br />permit recuesting permission to place fill for the construc- <br />tion of Eldorado Street N.W. in public waters wetland 2- 610T•: <br />in the southeast quarter of Section 30, T32N, R24W, Anoka <br />County. As is the city's right, Schrantz indicated the City <br />of Andover has demanded a hearing on the order. <br />An October 12, 1992, letter to Administrative Secretary <br />Mikkonen from attorney Curtis Pearson was noted. Schrantz <br />acknowledged that Mr. Pearson is reminding to board that we <br />advertise for proposals for legal, professional, and <br />technical consulting services and should do so every two <br />years. <br />The September 23, 1992, memorandum to the board from Mikk_onen <br />was referenced, containing a list of consulting engineering <br />firms as suggested by Tom Hovey, Minnesota Department of <br />Natural Resources (DP7R). The members discussed whether it <br />would be proper to retain the services of an engineering firm <br />which also did work for one or more of the LRRWMO member <br />cities. After some discussion, the board concurred this type <br />of situation would create a conflict of interests. <br />
