Jankowski continued to explain that following the <br />stripping, the areas identified for mitigation shall be <br />excavated to an elevation of approximately six inches lower <br />than the adjacent wetlands. They would then complete mitiga- <br />tion by putting back the top soil stripped from the fill and <br />spreading it to a depth of four to six inches. <br />Jankowski stated it is his believe that this is the correct <br />procedure in applying the Wetland Conservation Act. <br />Jankowski confirmed that he checked'on the work experience <br />background of Mr. Anderson, finding he has worked in the <br />wetland field for eight years. <br />Sandstrom, Minnesota Board of Water D1 and ss Soil Resources, <br />determined that certification for this work has not yet <br />become a requirement under the law. We should merely con- <br />sider the individual's background and previous experience. <br />Jankowski stated he is comfortable with the data received on <br />delineation. <br />Chris Lord, Anoka County Soil and Water Conservation <br />District, stated the line looks good; he double checked it. <br />However, Mr. Anderson needs to change the way he documents <br />information. If there are two wetlands and an upland, he <br />must provide a data sheet for both wetlands and the upland. <br />You have to prove there is an upland. However, on this site, <br />we all know there is an upland. Mr. Lord stated he will talk <br />to Mr. Anderson about this requirement for future <br />delineations. The information provided serves the purpose <br />for this particular situation. <br />Schrantz queried whether this is outside the DNR wetland or <br />under the Corps of Engineers jurisdiction. Jeff Caine, <br />surveyor, stated the Corps boundary would be similar to what <br />Mr. Anderson shows. The Corps reportedly looked at it and <br />approved it previously. <br />Jankowski stated part of the problem was there are different <br />jurisdictions for wetlands. This is the fringe area that <br />will be filled. Mr. Caine referred to the map provided when <br />stating that the oval pocket in this area was created by fill <br />some five years ago. <br />Schrantz queried whether a Corps of Engineers permit has been <br />obtained. Jankowski stated they have a nation - wide permit <br />which covers this project. A July 9, 1992, letter was <br />received from the Corps giving them a nation -wide permit. <br />-; <br />
