SPECIAL MEETING OF THE LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION SEPTEMBER 22, 1992 CALL TO ORDER Chairman Jim Schrantz called the meeting to order at 7:30 a.m. in the Committee Room of Anoka City Hall. ROLL CALL Members present were Jim Schrantz, Steve Jankowski, and John Weaver. Also present were Coon Rapids alternate Bill Ottensman, Anoka alternate Ray Schultz, and Deputy Treasurer Jim Knutson. PAYMENT OF BILLS Knutson indicated he spoke with Skallman via telephone with regard to previous, unpaid invoices received from Barr Engineering. He discussed with him each charge in relation to what said charge should be applied to, specifically for engineering services provided on the various LRRWMO permits. Knutson noted he has updated the Summary of Permit Fee Applications chart accordingly, as noted on the September 17, 1992, chart provided. Knutson explained the chart in detail, which breaks down the financial activities for LRRWMO permit applications for 1991 and 1992. He noted that the Meadows of Round Lake ( #91 -3) and Ramsey Residential Development ( #91 -5) projects have overexpended the $500 permit fee collected since the incep- tion of the project by $306.00 and $173.00, respectively. Knutson stated the Mobil Oil Corporation project ( #92 -1) is not currently overexpended, but indicated there may be additional engineering service time charged to this project in the near future. Knutson stated in talking with Skallman, he indicated the LRRWMO should not be going over budget. It was Knutson's understanding that the Consulting Engineer was supposed to stop work on a project when it neared the $450 figure and obtain authority from the LRRWMO to put in any more engineer- ing time on a project nearing this maximum expenditure. Schrantz stated the Consulting Engineer should at least notify this board and /or the LRRWMO representative in which community the project is contained that he is nearing the
