SPECIAL MEETING OF THE <br />LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />SEPTEMBER 22, 1992 <br />CALL TO ORDER <br />Chairman Jim Schrantz called the meeting to order at 7:30 <br />a.m. in the Committee Room of Anoka City Hall. <br />ROLL CALL <br />Members present were Jim Schrantz, Steve Jankowski, and John <br />Weaver. <br />Also present were Coon Rapids alternate Bill Ottensman, Anoka <br />alternate Ray Schultz, and Deputy Treasurer Jim Knutson. <br />PAYMENT OF BILLS <br />Knutson indicated he spoke with Skallman via telephone with <br />regard to previous, unpaid invoices received from Barr <br />Engineering. He discussed with him each charge in relation <br />to what said charge should be applied to, specifically for <br />engineering services provided on the various LRRWMO permits. <br />Knutson noted he has updated the Summary of Permit Fee <br />Applications chart accordingly, as noted on the September 17, <br />1992, chart provided. <br />Knutson explained the chart in detail, which breaks down the <br />financial activities for LRRWMO permit applications for 1991 <br />and 1992. He noted that the Meadows of Round Lake ( #91 -3) <br />and Ramsey Residential Development ( #91 -5) projects have <br />overexpended the $500 permit fee collected since the incep- <br />tion of the project by $306.00 and $173.00, respectively. <br />Knutson stated the Mobil Oil Corporation project ( #92 -1) is <br />not currently overexpended, but indicated there may be <br />additional engineering service time charged to this project <br />in the near future. <br />Knutson stated in talking with Skallman, he indicated the <br />LRRWMO should not be going over budget. It was Knutson's <br />understanding that the Consulting Engineer was supposed to <br />stop work on a project when it neared the $450 figure and <br />obtain authority from the LRRWMO to put in any more engineer- <br />ing time on a project nearing this maximum expenditure. <br />Schrantz stated the Consulting Engineer should at least <br />notify this board and /or the LRRWMO representative in which <br />community the project is contained that he is nearing the <br />
