Special LRRWMO Meeting Minutes <br />September 22, 1992 <br />Page 2 <br />maximum $450 figure, which works out to approximately six <br />hours of Skallman's engineering work. The appropriate LRRWMO <br />member would then go back to the project applicant and get <br />more money for LRRWMO review of said project. <br />Upon discussion of the Meadows of Round Lake project in <br />Andover, Knutson indicated he summarized these costs <br />separately and would bill the City of Andover for said costs <br />for reimbursement to the LRRWMO. Schrantz concurred, <br />indicating that the City of Andover collected money up front <br />from Ms. Sonsteby to cover this expenditure. <br />Knutson concluded that his telephone discussion with Skallman <br />resulted in settling the outstanding Barr Engineering billing <br />concerns. <br />Schultz queried how Skallman explained the charges to the <br />LRRWMO for 0.2 hour when he referred someone to the Coon <br />Creek Watershed. Knutson responded that Skallman's discus- <br />sions with a Mr. Curt Anderson found his concerns related to <br />the Coon Creek watershed. It had nothing to do with this <br />watershed district. Schultz felt that such a situation is <br />just part of Skallman's job, and the LRRWMO should not pay <br />for this 0.2 hour billing. <br />Knutson stated he does not know if Skallman will bill the <br />LRRWMO for the telephone call to get those past bills <br />straightened out. <br />Motion was made by weaver, seconded for discussion by <br />Jankowski, that THE CONSULTING ENGINEER BE INFORMED THAT HE <br />MUST NOTIFY THE DEPUTY TREASURER AT SUCH TIME AS THE ACCUMU- <br />LATED TIME REACHES SIX HOURS FOR AN INDIVIDUAL PROJECT SO AS <br />TO PERMIT THE LRRWMO OR APPROPRIATE MEMBER CITY REPRESENTA- <br />TIVE TO COLLECT AN ADDITIONAL APPLICATION FEE FROM THE <br />PROJECT DEVELOPER. (Motion withdrawn later in discussion.) <br />Upon further discussion of what the Consulting Engineer <br />should do when the time spent reviewing a project reaches or <br />comes close to the $450 figure, Schrantz read the approved <br />LRRWMO policy /operating procedure for the Consulting <br />Engineer. <br />The board concurred it did not wish to completely stop a <br />project just to collect another application review fee. <br />However, Skallman should notify the board when the applica- <br />tion fee is nearing the maximum and let the board make the <br />decision on how to proceed. Ottensman suggested the Consult- <br />ing Engineer notify the LRRWI4O when his review hours for an <br />individual project is up to five hours to allow for some <br />
