Schrantz noted that of the $500 application <br />fee, $50 is automatically set aside for administrative fees, <br />leaving a $450 maximum for project review costs, as <br />previously discussed. Knutson indicated he could call <br />Skallman and /or whoever is involved when a project expendi- <br />ture reaches the $400 point. <br />Weaver and Jankowski agreed to withdraw their respective <br />motion and second. <br />The board concurred that a degree of reason and common sense <br />must be exercised with regard to project review and related <br />expenditures. However, Skallman should notify- the board <br />and /or the appropriate member city LRRWMO representative <br />before a project runs out of money. Said LRRWMO member will <br />then contact the project applicant and, in the future, <br />collect another $500. However, to get the present overages <br />up to date, the exact amounts needed per project will be <br />collected by the appropriate LRRWMO representative. <br />Upon discussion of the breakdown of engineering bills, <br />Knutson presented the Treasurer's Report for the period <br />ending August 31, 1992, noting how the engineering expenses <br />are broken down. Also noted on the summary page of the <br />report were balances in the money market checking account of <br />$10.00, interest bearing savings account of $4,981.41 less a <br />$1,486.00 permit account balance, leaving a $3,495.41 balance <br />in the savings account; and a certificate of deposit account <br />of $12,000.00; for a current balance of $16,991.41. <br />Knutson queried whether the board approved engineering expen- <br />ditures for review of the Andover Water Management Plan. <br />Schrantz indicated it has been approved; adding that each <br />city is required to do its own plan, and the watershed is <br />required to approve it. He stated the board could have each <br />city pay for the engineering review of its own plan, and <br />reiterated the rule by which this board has been operating: <br />If you use LRRWMO services, you pay for us. The board <br />concurred. Knutson noted that so far Knutson has put in four <br />hours on the review of the Andover plan, amounting to <br />$280.00. <br />Schultz indicated the City of Anoka previously hired Barr <br />Engineering to prepare its Water Management Plan. Schrantz <br />reiterated that each city's plan has to be consistent with <br />the LRRWMO's plan. <br />Knutson indicated when all engineering review bills are in he <br />would send the City of Andover a bill for the Sonsteby <br />project and review of the Andover Water Management Plan. <br />
