Said homeowner will be required to contact the <br />SWCD for assistance in determining where the wetland was in <br />order to restore it back to that point. Schrantz concurred. <br />Ms. Brehm cautioned the board not to allow this restoration <br />project to delay until frost and the snow season hits the <br />area. That will only further delay the project until spring. <br />Schrantz suggested perhaps the homeowner, or others found to <br />be in violation of wetlands, should be required to submit <br />$500 to be put in an escrow account, allowing the LRRtVMO /ap- <br />propriate city representative to take them through the <br />process. Perhaps the LRRWMO should hire Chris Lord of the <br />SWCD to delineate the wetlands and pay his costs through the <br />LRRWMO out of the escrow account. Schrantz noted the board's <br />policy of requiring any individual who uses this board to pay <br />for its services. These costs should not come out of our <br />general fund. <br />Ms. Brehm noted that the DNR will not always be the lead <br />agency in these situations. Once the LGU starts working on <br />wetlands with someone, it should copy the DNR so that agency <br />is aware of the activities. <br />Schrantz stated one of the problems is a lack of communica- <br />tion. The various agencies are not informing the public <br />about the other agencies with which the developer has to deal <br />in order to accomplish his /her objectives. <br />Ms. Brehm addressed the second Ramsey site, located in the <br />2700 block of Constance Boulevard (County Road 20) one -half <br />mile east of County Road 9, on the north side of the road. <br />In her August 18, 1992, letter to the LRRWMO, Ms. Brehm <br />indicated this appears to be the start of a driveway being <br />put in the county ditch, which has also been partially <br />filled. <br />Jankowski reported last Tuesday he was at the site with DNR <br />representative Tom Hovey and the excavator. There are two <br />areas in which the contractor went too far and put some <br />material in the protected wetland. Ms. Brehm stated the Type <br />Two wetlands in this area are totally gone. Jankowski <br />indicated the protected wetland is being taken care of. He <br />added there is also a small Type Two wetland less than one- <br />half acre that fell in the middle of the extension of the <br />roadway the city is putting in. Ms. Brehm indicated there is <br />a difference of opinion on the size of that wetland; she has <br />heard sizes of the one -half acre to four acres. Ms. Brehm <br />added that the SWCD was also at the site. <br />
