Until the <br />procedure becomes comfortable, it would cost more to have <br />someone else work on these reviews; another engineer would <br />have a great many questions. <br />-- Schrantz addressed the matter of travel time when the <br />Consulting Engineer comes to LRRWMO meetings. He felt a <br />discussion was necessary with regard to whether the LRRWMO <br />should be paying for travel both ways. Weaver concurred. <br />Mr. Dickson indicated he was aware of the board's concern in <br />this regard. However, Barr Engineering must pay those <br />employees even during travel times. Schrantz added if this <br />issue becomes a further concern perhaps the board may have to <br />consider hiring an engineering firm closer to its operations. <br />Skallman indicated Barr Engineering is currently charging the <br />LRRWMO $0.285 per mile, and they typically charge customers <br />$0.30 per mile. <br />Weaver reminded Barr Engineering representatives that it is <br />dealing with an organization which operates on an extremely <br />small budget. Our engineering expenses are huge. Weaver <br />indicated we are at the point where we must search for a <br />Consulting Engineer as capable as Skallman but less <br />expensive. These costs are why Skallman is not regularly <br />attending our meetings. Schrantz acknowledged that the <br />LRRWMO does not send Barr Engineering that much work. <br />Mr. Dickson reminded the board that Barr Engineering is not a <br />municipal consulting firm. He stated it is difficult for <br />Barr Engineering to change procedures for other clients. All <br />the billing is the same for different people. It would be <br />unfair to charge the LRRWMO differently from other clients <br />who would end up having to pick up costs not paid by the <br />LRRWMO, such as mileage. Mr. Dickson went on to state his <br />firm attempts to treat everyone equally, as far as fees. He <br />indicated he realizes the problems of the LRRWMO, and con- <br />curred perhaps the organization may have to seek out an <br />engineering firm closer to its base. <br />As for the other problems raised about the billing system, <br />Mr. Dickson stated much of that responsibility falls on <br />Skallman, who indicated it is very time consuming. <br />Schrantz stated he would prefer to proceed with the under- <br />standing the LRRWMO is continuing with Barr Engineering. <br />Weaver stated he is not comfortable with this whole thing and <br />will recommend the LRRWMO look for another engineering <br />consulting firm closer at hand. <br />
