LRRWMO Special Meeting Minutes <br />June 25, 1992 <br />Page 4 <br />(Jankowski arrived at 3:37 p.m.) <br />Schrantz stated at this point the board's intent is to sit <br />down with Barr Engineering and discuss the mutual contract. <br />As far as charging off expenses to specific projects, <br />Schrantz again recommended that Skallman charge off expenses <br />to the project, the city, or the caller. Mr. Dickson added <br />perhaps the location of the property could also be included. <br />Jankowski stated the biggest problem the LRRWMO has is it is <br />operating on a shoestring budget. We must bill as much as <br />possible back to the people who have taken out permits or who <br />reasonably can be anticipated will be taking out permits. <br />Upon discussion of the permitting procedure, Jankowski <br />queried of Skallman whether he is being adequately informed <br />when a permit fee has been paid. Skallman indicated he is <br />not. <br />(Schultz arrived at 3:48 p.m.) <br />Schrantz indicated he wanted Skallman to continue assisting <br />those who call him; he just needs to identify them in a <br />manner which will allow the board to property charge off the <br />expense. He added he wants the LRRWMO to do a responsible <br />job. He preferred that those with questions call our <br />engineer and get answers rather than being chased around to <br />various agencies. Schrantz stated the City of Andover will <br />probably want to utilize Skallman's services more than other <br />cities; his city is used to watershed procedures. <br />Schrantz called for a recess at 3:52 p.m. in order for each <br />party to privately discuss possible alternatives to issues <br />presented. The meeting was reconvened at 4:05 p.m. <br />Schrantz invited Skallman to address the billing concerns <br />expressed by the board. Skallman stated the reason why he <br />has been billing as he has recently, not breaking the <br />expenses out as he had - before, was that with all the discus= <br />sion the board was having on the bills, he did not feel <br />comfortable delineating the billing. With the discussion at <br />this meeting, he indicated he felt confident with the know- <br />ledge that the board wants him to get the name of the city, <br />the telephone number of the individual, the person's name, <br />and the information queried of him. This information will <br />now all be provided to the LRRWMO. <br />Mr. Dickson stated his firm can provide Skallman with a <br />worksheet including all the information: Time of the call, <br />
