LRRWMO Special Meeting Minutes
June 25, 1992
Page 5
name, the city, the permit name and /or number, and the
property location. Schrantz concurred with Mr. Dickson's
suggestion and further indicated the LRRWMO would be satis-
fied receiving a copy of that worksheet; it can be very
informally presented, hand written even. Mr. Dickson felt
there would be no problem with that.
With regard to the issue of travel costs from portal to
portal, Mr. Dickson stated that will have to remain the same;
his firm has other clients to consider.
Considerable discussion ensued with regard to the procedure
for processing LRRWMO permit applications. Upon review of
said written procedure /policy, Schrantz noted it is the City
Engineer's responsibility to make sure the application
information /materials are received by the proper individuals.
Skallman indicated it would be helpful if he could obtain the
number assigned to the permit application as soon as
possible. Schrantz indicated as soon as Deputy Treasurer Jim
Knutson receives the application and the check he assigns it
a number. Skallman is free to call Knutson at any time for
necessary information, including obtaining the permit number
assigned to a specific project. Schrantz suggested in the
mean time Skallman should reference the permit or any project
review materials with the date of the application and the
name of the city or City Engineer involved.
Schrantz queried whether Barr Engineering would be able to
keep an ongoing record of the project's escrow used by the
Consulting Engineer in order to avoid going over the fee
amount submitted. He stated should the engineering expenses
exceed, or look to soon exceed $450, allowing $50 out of the
total $500 application fee for administrative expenses, it
would be preferable if the Consulting Engineer would let the
LRRWMO or the corresponding City Engineer know so a request
could be made for an additional $500 for continued review.
Mr. Dickson stated there would be no problem with keeping an
eye on the expenses incurred during the engineering review
process. He indicated Barr Engineering charges its
engineering work down to one tenth of an hour. Schrantz
acknowledged that procedure. Jankowski stated if at all
possible all telephone calls the Consulting Engineer receives
on behalf of LRRWMO projects /efforts should be charged
against a specific project or account. Schrantz indicated as
long as the proper breakdown of expenses is received, the
LRRWMO will charge those expenses off to the right account
when received. Dickson reiterated Barr Engineering will
notify the engineer of whichever community is involved when a
project is reaching the $450 maximum.
