LRRWMO Special Meeting Minutes <br />June 25, 1992 <br />Page 6 <br />Discussion continued with regard to the future dewatering <br />permits the LRRWMO, as the local unit of government, will <br />have to deal with. Dickson stated the process of delineating <br />the wetlands can be very expensive.— Schrantz indicated the <br />Anoka County Soil and Water Conservation District has offered <br />to do that for the LRRWMO and does not seem to be terribly <br />expensive. However, if we get into a bigger project, we <br />would have to hire someone else. <br />Dickson noted the Consulting Engineer also spends time <br />reviewing the meeting minutes and must also charge for that <br />which is more general in nature. Schrantz stated if the time <br />expended on the minutes includes a specific project, he <br />should charge the appropriate time to that project. <br />Jankowski disagreed, indicating he felt splitting the expense <br />up for reviewing the minutes according to project is too fine <br />a line. Skallman indicated he gets letters from other <br />agencies relative to LRRWMO business and would have a hard <br />time justifying putting that expense to the project. <br />Schrantz felt all correspondence Skallman receives from those <br />other agencies does not always apply to the LRRWMO. <br />Jankowski felt the review of the LRRWMO meeting minutes <br />should be charged to general engineering costs. <br />Schrantz queried how much of Barr Engineering's activities <br />are considered general overhead, such as the review of <br />legislation? Mr. Dickson stated they generally bill <br />different people different amounts. Barr Engineering <br />reportedly feels it is the engineer's responsibility to keep <br />current in his /her profession, and the firm helps with that <br />process. Schrantz asked that Barr Engineering just keep <br />track of what it does for the LRRWMO and document those <br />expenses. It can then be discussed if the board and Barr <br />Engineering disagrees. The specific documentation of <br />expenses will allow the LRRWMO to spread those costs to the <br />appropriate accounts /permits. <br />Schrantz stated the LRRWMO would like to put together a new <br />contract with Barr Engineering and invited Barr Engineering <br />representatives to submit a proposed contract also. Mr. <br />Dickson agreed to send the LRRWMO a draft contract. Schrantz <br />indicated Barr Engineering would receive an LRRWMO drafted <br />contract for its consideration also. It was noted that <br />LRRWMO should probably be considering contract proposals from <br />other engineering firms every two years. Schrantz stated the <br />board will probably be doing that around the first of the <br />year. Weaver reminded those present that the LRRWMO fiscal <br />year ends January 31 of each year.
