LRRWMO Special Meeting Minutes
June 25, 1992
Page 7
interested in undertaking LRRWMO work, but it should be done
as of July 1, 1992, according to statutes.
Schrantz asked if the Consulting Engineer would attempt to
provide LRRWMO information to the board's office address
prior to the meeting date in order for the Administrative
Secretary to include the information in packets which are
mailed out to board members ten days before each meeting.
Faxed information should be sent to Anoka so it can be dealt
with by the Administrative Secretary also, either by sending
it in the packets or for duplication prior to the meeting.
Schrantz asked that he be informed if something is faxed to
him.
Mr. Dickson stated it is important for the LRRWMO to react
promptly. Schrantz concurred, suggesting it may be necessary
to set up conference calls. Mr. Dickson agreed adding that
the board could then take formal action on conference call
issues at its next regular meeting. Schrantz indicated
although the board makes every attempt to be efficient and
act responsibly, there may be some instances where action,
however it is agreed up, must not wait for the next regular,
monthly meeting.
Weaver plainly stated that this board is not really comfort-
able that Barr Engineering's time on LRRWMO matters is being
used as efficiently used as it could be. He noted that this
board simply does not have extensive financial resources.
Weaver urged that consideration be given to assigning as much
LRRWMO engineering work as possible to a lesser expensive
engineer. Mr. Dickson stated that is an option that can
always be considered. Skallman concurred, but added until
review procedures are well defined, it would be more costly
for the LRRWMO to have some less expensive engineer do the
work and continually request assistance from Skallman, who in
turn would have to charge the LRRWMO for his time on the
LRRWMO matters also.
As for the issue of delineating billing charges, Mr. Dickson
stated Barr Engineering can easily provide the kind of
information required utilizing a worksheet and can attach a
copy of it to the billing statement. Schrantz reminded the
Barr Engineering representatives that when the charges near
and expect to exceed the $450 mark, they should let the
appropriate City Engineer know.
(Weaver left at 4:37 p.m.)
Schultz queried whether Barr Engineering would be able to
delineate past bills presently outstanding.
