I <br />LRRWMO Meeting Minutes <br />December 17, 1992 <br />Page 8 <br />Mitigation Plan for Russ Johanson, 20th and Verdin St., <br />Ananver <br />Schrantz provided a map showing the proposed plan. Upon <br />review, Jankowski noted the developer is creating approxi- <br />mately 36,000 square feet of wetland, but is only filling <br />about 3,600 square feet. He felt this board should have him <br />bank the rest. <br />Upon further review of the plans provided for review, the <br />board determined said plans are incomplete; they do not <br />include dimensions, contours, etc. Skallman's December 15, <br />1992, recommendations on the proposed mitigation plan for <br />Russ Johanson indicated: "The plan meets the requirements of <br />the LRRWMO in their role as LGU. Two small additions would <br />increase the value of the created wetland for wildlife. The <br />top six inches of soil removed from the altered wetland <br />should be spread on the ground where the wetland mitigation <br />occurs to provide for greater bio- diversity in the plant <br />species which will become established. The second suggestion <br />is to provide a pond bottom that has a variable elevation <br />which would create pond depths from two to five feet. This <br />will again increase the plant diversity. ". <br />Motion was made by Jankowski, seconded by Schultz, to APPROVE <br />THE PROPOSED MITIGATION PLAN FOR RUSS JOHANSON SUBJECT TO <br />CLARIFICATION OF AREA TWO AND SUBJECT TO THE PROVISION THAT <br />THE EXCESS WETLAND CREATED BE ALLOWED TO BE BANKED. ALSO, <br />THESE PLANS SHOULD INCLUDE DIMENSIONS AND BE PROPERLY TIED <br />TOGETHER. <br />3 ayes - 0 nayes. Motion carried. <br />OLD BUSINESS <br />Water Quality Records /Maintenance <br />Jankowski indicated the Water Quality Records /Maintenance <br />review of the LRRWMO related Barr Engineering files has not <br />been completed. <br />Andover's Comprehensive Storm Drainage Plan <br />Schrantz indicated the review of Andover's Water Resource <br />Management Plan has been completed. Skallman's December 4, <br />1992, recommendation to the LRRWMO about said plan indicates: <br />"The revisions meet or exceed the requirements of the <br />LRRWMO.". <br />
