I LRRWMO Meeting Minutes December 17, 1992 Page 8 Mitigation Plan for Russ Johanson, 20th and Verdin St., Ananver Schrantz provided a map showing the proposed plan. Upon review, Jankowski noted the developer is creating approxi- mately 36,000 square feet of wetland, but is only filling about 3,600 square feet. He felt this board should have him bank the rest. Upon further review of the plans provided for review, the board determined said plans are incomplete; they do not include dimensions, contours, etc. Skallman's December 15, 1992, recommendations on the proposed mitigation plan for Russ Johanson indicated: "The plan meets the requirements of the LRRWMO in their role as LGU. Two small additions would increase the value of the created wetland for wildlife. The top six inches of soil removed from the altered wetland should be spread on the ground where the wetland mitigation occurs to provide for greater bio- diversity in the plant species which will become established. The second suggestion is to provide a pond bottom that has a variable elevation which would create pond depths from two to five feet. This will again increase the plant diversity. ". Motion was made by Jankowski, seconded by Schultz, to APPROVE THE PROPOSED MITIGATION PLAN FOR RUSS JOHANSON SUBJECT TO CLARIFICATION OF AREA TWO AND SUBJECT TO THE PROVISION THAT THE EXCESS WETLAND CREATED BE ALLOWED TO BE BANKED. ALSO, THESE PLANS SHOULD INCLUDE DIMENSIONS AND BE PROPERLY TIED TOGETHER. 3 ayes - 0 nayes. Motion carried. OLD BUSINESS Water Quality Records /Maintenance Jankowski indicated the Water Quality Records /Maintenance review of the LRRWMO related Barr Engineering files has not been completed. Andover's Comprehensive Storm Drainage Plan Schrantz indicated the review of Andover's Water Resource Management Plan has been completed. Skallman's December 4, 1992, recommendation to the LRRWMO about said plan indicates: "The revisions meet or exceed the requirements of the LRRWMO.".
