LRRWMO Meeting Minutes <br />May 20, 1992 <br />Page 4 <br />Doug Fischer, Anoka County Design Engineer, discussed with <br />the board the county approved access to Highway 116, which <br />will result in a four -lane highway all the way to Highway 47. <br />Jankowski noted the comments received from the LRRWMO Consul- <br />ting Engineer noting that the placement of material excavated <br />from the wetlands in the proposed wetlands will result in the <br />growth of wetland species similar to the types lost due to <br />this project. He appears to be comfortable with that aspect <br />of the proposal. Jankowski indicated Skallman is, however, <br />concerned with the potential for erosion. Schrantz stated <br />the City of Andover will address and correct that erosion <br />concern to the Consulting Engineer's satisfaction. Jankowski <br />felt he could then be comfortable with the project. <br />Motion was made by Jankowski, seconded by Erickson, to <br />APPROVE PERMIT #92 -6100 FOR THE CITY OF ANDOVER, MEADOWS OF <br />ROUND LAKE PROJECT. <br />Erickson queried whether the quality of the wetland replace- <br />ment will be upgraded. Mr. Fischer stated quality is not <br />addressed in the interim wetland regulations, there is merely <br />a one to one ratio requirement. Mr. Newman indicated part of <br />the plan is to do enhancement. Schrantz confirmed the city <br />has done everything the DNR has required of them, as shown on <br />the plans. <br />VOTE: 4 ayes - 0 nayes. Motion carried. <br />Douglas Mr. Fischer addressed the board with his request for <br />consideration. Anoka County is proposing a culvert <br />replacement of CR 58 at County Ditch Number six. Not only <br />did Mr. Fischer request LRRWMO approval of this project but, <br />more importantly, expressed the county's desire to work out a <br />permanent arrangement for dealing with maintenance projects <br />of this type in the future. Mr. Fischer's May 13, 1992, <br />letter to Schrantz and attached information addressing this <br />matter was noted. <br />Mr. Fischer explained the county will be upgrading an exist- <br />ing roadway from CSAH 7 to CSAH 9. In doing so it will be <br />necessary to remove and replace a 60 foot culvert at County <br />Ditch Number Six with a 120 foot culvert to provide suffi- <br />cient length for proper shoulder width and side slopes. <br />However, because of the increased culvert length, the embank- <br />ment slopes will fill approximately 790 square yards of type <br />two wetlands. A map of the proposed area was viewed. <br />
