LRRWMO Meeting Minutes <br />May 20, 1992 <br />Page 3 <br />requesting that he first provide this organization with the <br />necessary breakdown in order that these expenses might be <br />charged off to the proper accounts. <br />Motion was made by Jankowski, seconded by Weaver, to <br />AUTHORIZE THAT A CHECK BE CUT FOR BARR ENGINEERING INVOICES <br />#11432 -390 IN THE AMOUNT OF $1,307.17 AND #11856 -390 IN THE <br />AMOUNT OF $527.50, BUT THAT THE CHECK NOT BE SENT TO BARR <br />ENGINEERING UNTIL A BREAKDOWN OF THESE EXPENSES IS PROVIDED <br />ALLOWING FOR PROPER LRRWMO DISBURSEMENT TO SPECIFIC ACCOUNTS. <br />4 ayes - 0 nayes. Motion carried. <br />REPORT OF OFFICERS None. <br />PENDING PROJECTS /PERMIT REVIEWS <br />r <br />3 Eldorado Street, Permit <br />David Newman, Vice - President, Nedegaard Construction, was <br />present to discuss the proposed Meadows of Round Lake project <br />which involves wetland mitigation and a stormsewer plan, <br />Department of Natural Resource (DNR) permit #92 -6100. <br />Schrantz drew the board's attention to April 28 and May 4, <br />1992, comments and recommendations received the LRRP7: <br />Consulting Engineer. His comments indicated that although <br />the stormsewers meet the requirements of the LRRWMO, the <br />concrete spillways have the potential for erosion and do not <br />meet the watershed's requirements. The wetland mitigation <br />reportedly meets the requirements of the LRRWMO for <br />replacement in kind. Schrantz stated the City of Andover <br />will address and take care of the identified spillway <br />problems. He further confirmed this project was exempt from <br />the interim wetland regulations in that the preliminary plan <br />was approved prior to the regulations' inception. <br />The full plat and its numerous drawings were presented and <br />discussed for this Meadows of Round Lake project. Mr. Newman <br />indicated the City of Andover has been advised the DNR <br />permits have been approved. The Corps of Engineers is <br />requiring wetland mitigation at a ratio of two to ore. Mr. <br />Newman stated this mitigation has met with the satisfaction <br />of the DNR. However, it has reportedly been stated that the <br />cities are not paying enough attention to the preservation of <br />wetlands over a long term process. Mr. Newman felt it will, <br />therefore, become more and more difficult to obtain these <br />permits. However, the Corps of Engineers has reportedly <br />indicated to Mr. Newman /the City of Andover, its willingness <br />to grant a permit for this project. <br />
