INTRODUCTION At the Public Works Committee held on Apri121, 2009, staff was directed to prepare this feasibility study to indentify safety improvements which might be made in order to improve safety conditions within the Flintwood neighborhood. Additional direction was provided by the Public Works Committee on August 19, 2009 regarding the details of the desired improvements. The project area is illustrated in Figure 1. This report will identify the existing and proposed street conditions along with the associated costs and financing. This report has been modified at the direction of the City Council following the testimony presented at the public hearing held on March 9, 2010. EXISTING CONDITIONS At the present time Dysprosium Street between has a width of 47 feet centered in an 80 foot right of way. There are two 12 feet through lanes and two 11.5 foot parking lanes, although parking is restricted on the east side of the street. There are no sidewalks on either side of this roadway and pedestrians must share the roadway with vehicle traffic. The existing condition of the pavement along Dysprosium Street is poor and in need of reconstruction in several locations. The traffic volumes on Dysprosium Street range from 3000 vehicles per day south of Nowthen Blvd to 4100 vehicles per day north of Bunker Lake Blvd. There are 23 driveways on Dysprosium Street serving 53 single family residences and two apartment buildings. A single drive opening along the street may serve one, two or four single family units. With one notable exception these driveways generally range between 12 and 18 feet in width. In most cases the width of an individual driveway widens with distance from the curbline. Dysprosium Street was constructed in three segments between 1985 and 1988 and is in fair to poor condition, except for the southernmost 160 feet of the street which was reconstructed in 2005 as a part of the signalization project at the intersection with Bunker Lake Blvd. Most of the distressed pavement areas occur in the flatter segment of the street between 141St and 140th Avenues. PROPOSED IMPROVEMENTS The protection of pedestrians traveling on Dysprosium Street will be enhanced through the installation of six foot sidewalks on both sides of the street. On the west side of the street, a sidewalk would be installed from the existing bituminous trail on Bunker Lake Blvd north to the existing bituminous trail south of Terrace Hill apartments. On the east side of the street, the sidewalk will extend from the existing sidewalk on 140th Ave. north to the existing sidewalk at the Savannah Oaks apartment building. Page 2
